The Regulations on the Lao students controlling in abroad

According to the reality of our country in the present time that it has to send its people to study in abroad to get more knowledge, ability to develop its country.
To implement the policy and work plan of the party and government which take a target on the human resource development for the good quality, according to the need to economic and cultural development of our country.
To promote the lao students who are studying in abroad to pay the attention to its country. They would take care of political thought and pay attention to its education.

The Minister of Ministry of Education

Section 1: General Provision.

Article 1: The Ministry of Education has a duty to control the lao students, studying in abroad, throughout the Embassy of Lao PDR in each country.

Article 2: The student who has been sent to study in abroad by the Fund of the government, project, or by its fund, is stayed under the control of the Embassy of Lao PDR in each country by establishing a organization or union to combine and helps the students.

Section 2: Duties, Rights and Prosperities of lao students abroad.
Article 3: The lao students have to present themselves to the Embassy of Lao PDR, after arriving the hosting country (in the case of easily going available). The lao students are able to present themselves to the Embassy by telephone, fax, e-mail and other. If they stay far away from the Embassy or Organizations of Lao PDR in the hosting country.

Article 4: The lao students have to join the activities of the Students’ Group.

Article 5: The Embassy of Lao PDR in each country has the direct target to look after its citizens and establish the Lao Students’ Group, Organization… according to the suitable condition and report to the Ministry of Education to hear.

Article 6: The duties of the Lao Students’ Group in each country.
To lead the lao student following the policy of the party and government of the Lao PDR and the regulations of each country.To help each other in its group in order to succeed in the education target. To promote the unity in its Lao Students’ Group and with foreign students.
To conclude the phenomenon of the lao students and report to the Embassy of Lao PDR twice a year.The Lao Students’ Group has to stay close to the Embassy as to getting information and work plan for running its activities of the group.

Article 7: A lao student is able to change and reduce the subject in the case of difficulty however it would be the students who is studying in the first or secondclass only and it would be confirmed from the school. The lao students group and the Lao Embassy in order to its concern part would report to the Ministry of education to consider however a student can change the subject in not more one time

Article 8: A student has rights to change its education for higher level if it has good grades, behavior by confirmation of school director, Lao Students’ Group admnistration and the Embassy of Lao PDR. The Embassy would report to the Ministry to hear and consider in the suitable way.
Article 9: After the student has finished the education or has been studying but he is asked to be back home. He has to present himself to the Embassy of Lao PDR to hear, by applying these following documents: Certificate, transcript, confirmation paper, sending paper of the Embassy and so on. After arriving the country he has to present himself to the Ministry of Education ( student control sector)

Section 3: The regulations on the violator and the policy on the lao students in abroad.

Article 10: The lao student who has behavior on activity, against the party and government of Lao PDR. He enters the political procession that against the policy of the party and government of Lao PDR and the hosting country he’ll be sent back home immediately.

Article 11: The student who doesn’t follow the regulations of school, low grades, not pass the examination, lack of the ability to continue its education or illness he’ll be sent back home immediately, according to the confirmation of doctor, school and the Students’ Group administration team.
Article 12: After a lao student has finished the education or not but lacking of the fund to continue or other reason the Embassy promote him to be back home. If he refuses by running other activity stead such as living with relatives, working, getting marriage with the foreigner, leaving for the third country and so on. He’ll lack of the rights of a lao nation and he’ll be a lao who lives in abroad. In this case he’ll be under control of the Ministry of Foreign Affaire.

Article 13: If there is a lao student dies in all cases. The Embassy would contact with the concern authority to check its death and makes a ceremony of the death, according to the reality of each country. The Embassy has to send the bones, things of the death and reports to the Ministry of Education with the evidences and other information on the death to use as a policy to the parents of the death, according to the regulations.

Article 14: The student who wishes to visit home or go to the third country he has to write the request paper throughout the Lao Students’ Group and then applies to the Embassy in the country. He has to pay for the charge by himself.

Article 15: A student is able to get marriage with the lao nation itself, according to the regulations on the marriage if they love each other truly. However it would depend on the lao culture and with the agreement of their parents and it would not destroy their education. They have to run the concern documents and apply to the Embassy to consider. If a lao student wish to get marriage with a foreigner they have to run the documents of all levels of each country to apply to the concern authority after that the Embassy will suggest to the Ministry of Foreign Affaire of each country to consider.

Article 16: The regulations on the lao students control in abroad has paid the role since the day of signature.

Article 17: The regulations on the lao students control in abroad in the past that against to this new regulation, had been all cancelled.
