The regulation for Lao students to kingdom of Thailand

The purpose:
-This regulation is write to look after Lao students and work training people in the king
-dom of Thailand unity.
-It would primate the students and work practice to pay the attraction to their lessons and lead themselves in the policies of the government and assembly
-It would promise the students to going unity and help each other while they have troubles such as the ills, they would find the way to help themselves and fellows.
-It would promote the unity and corporation among the Lao students and teachers and Thai people , especially the students would make unity with all foreigner students who come to study in the kingdom of Thailand

Part:one
The regulation for Lao students group in each level:

Section 1: Place, role, duty of the Lao Students Group leaders.
Article 1: The students group is the organization of lao students, established by the Lao Ambassador to the Kingdom of Thailand and run under to umbrella of the Ministry of education which has been taken over by the embassy of Lao People’s Democratic Republic
Article 2: The duty and role of Lao students group is a bridge to join the Education ministry and the Embassy of Lao PDR to the students and work trainers in Thailand.
Article 3: The duty of Lao student group.
-To educate political thought and combine the unity in the students group effectively. It would be established to help each other in education field and while they find troubles .
-Taking decree from higher level and the lao Embassy to follow effectively in to procession of the Lao students and work trainers.
Making understood the phenomenon on the lao students, according to the reality and present to the Lao Embassy continually.
-Establishing and leading the lao students to follow the decree, the regulations of the Lao Student Group, law of the Lao PDR and the Kingdom Thailand strictly. In other way it would upgrade it’s organization strictly and run its work in the progress way.

-Establishing the activity of the group such as the meetingon science triainging, the sport racing in its group or with thai students and foreign students, establishing cultural performance.
-Keeping secret , information and property of the Lao Students Group to be far from broken down.
Article4: Right of the Lao student group.
-Managing general work of the group, according to its rights and duty.
-Agreeing and setting policy of its work plan and run it effectively.
-Giving acknowledge and consideration on the regulations offender according to its regulations.
-Suggesting and promoting the person and another part that work well in its duty.
Section 2:
Article 5: The system of the Lao Student Group establishment
-The student group team is the basic institute and run under the student group team of provincial level.
-The provincial student group is the highest organization of students in the province and run under the Embassy of Lao PDR directly
Article 6: The construction of the Lao student group.
-The student group team of institute level has to be included of 3-5 persons, according to the number of student in each institute as follow.
-One president who leads and takes deep political work of the group.
-The first vice president who would take duty on the education, students registration and communicational work.
-The second vice president would take duty on the activities such as: sport, literature, news and others.
-The committee would run work its under the order of the president.
-The students group team on provincial level would be included of 3-7 persons, according to the number of student in each province as follow.

-One president who leads and take deep in political thought , establishment and student registration.
-The first vice president would take duty on education field, finace and communication.
-The second vice president would take duty on the activities organizing of the group such as: sport, literature , news , plan setting and other.
-The committee would run its work under the order of the president.
Article 7: Schedule and Report of the meeting.
-The students group team on institute level may establish meeting once per month order to conclude the result and set a new plan for next month
-The students group team on provincial level may establish meeting twice per month order to consider the work and set a new plan for next month .
-In the case of the necessity, it may conbine the meeting as one .
-After each meeting , the students group team of institute level has to report its results of the meeting to the students group team of provincial level and the student group team of provincial level has to report its results to the educational part of the Embassy of Lao PDR.
Article 8: Regulations and style of the student group team for work running.

-Following the democracy system combining.
-Working as a team and taking responsibility.
-Taking deep background of the students and listening the idea of media.
-Changing authorize to be as a perfect plan and conclude of result to make it better
-It would take unity in its team and take responsibility to the work, however the work is good or not.
-To receive any problem, it would depend on main vote and the votesr have to stay under the administration and the president of group may take decision by him-self if the vote is equal.

Section 3: Regulations on election
Article 9: The schedule of all level of the student group team for work running would be ended in a year. So the administration team has to establish a new election
Article10: The meeting of the students group team may establish the new election once a year after new semester
Article11: Condition need for the election entering.
-Good behavior that media can trust.
-Having ability in administration, active and sincerity
-Good in education.
-Studying in Thailand more than six months.
Article12: The important point of the regulations for election
-The students group team establishment in each level, it may pay attention to the difference of sex, age and education.
-Following vote system with direction and secret
-The election winner must be the person who gets highest vote or getting 50% of the votes. The case of equal votes it has to establish the new election again.
Article13: After the election, it would report the result to the institute or university for hearing and it would report the election result to the Embassy to appoint officially.
Aritcle14: The old administration team has to transform document to the new administration team in 15 days and the new administration would open its meeting in a month after wining the election.
Article15: The position of the students group administration team will be ended in the case of ;
-When the schedule of the group team ends, according to the regulations.
-Death
-Resigning in the case of necessity and with the agreement of ambassador
-Lacking of regulations.
-Lacking of student form.
Article16: In the case of position of the group administration team ends, the group administration team has to find suitable to replace and report to the Embassy to hear.

Part 2
The regulations on students

Section 4: Place, rights and duty of students.
Article17: Students and work training people have to stay under the Ministry of Education controlling throughout the Lao Embassy, they have to join the student group as members without position, status and duties in the past.

Article18: The rights of students and work training people in Thailand
-Having equal rights to vote and entering the election to join the group administration team in all levels.
-Having rights to join and create activity of the group
-Having rights to suggest and give idea to improve the group establishment and report to the higher level.
Article19: Duties of students
-Paying attention to its education to succeed in the school course system and help each other to get best grades.
-Keeping its unity in the group and outside.
-Following the regulations of the group and stay under the regulations setting, following the regulations, law of the Lao PDR and the Kingdom of Thailand strictly.
-Propagating culture, policy of its government to Thai people and foreigners.
-The students who come to study in Thailand would present and register at the Embassy of Lao PDR with the documents perfectly. In the case of the students group holds his document he would present himself to the students group in order to the students group will report to the Embassy to hear.

Section 5: Schedule of activity
Article20: It is forbidden to enter the Thai political activity of all types and it is forbidden to join the activities that against the Lao PDR.
Article 21: All of Lao students have to take care of making friendship of lao students itself and foreign students, it would lead itself in the form of lao culture and keep a way from bad thing that may cause its education.
Article22: A lao student is able to change and reduce the subject in the case of difficulty however it would be the students who is studying in the first or second
class only and it would be confirmed from the school, the lao students group and the Lao embassy in order to its the concern part would report to the Ministry of education to consider however a student can change the subject in not more one time
Article23: Study continuation wishing.
According to the regulations, after the education ends of each level it would be back home to take its knowledge to develop its country and share the chance for others to continue their education. However the student who wishes to continue its education in the high level it would follow these conditions as follow:
1: Good characteristics and regulations
2: Getting good high grades.
3: It would be allowed by the its institute.
4: Getting agreement from the Embassy.

      -It would run the documents as follow:
1: Writing the purpose and reasons by itself.
2: Writing the body checking, according to the form of the Embassy
3: Transcript
4: Certificate
5: Confirmation paper from the teacher or director.
6: Biography according to the form.
It would apply all document to the embassy in order to the embassy would continue to suggest to the Ministry of education to consider.

Article 24: The regulation for going back home.
After education ends, all of students have to apply the concern documents to the Embassy before going back home as the Embassy will provides sending paper. The concern documents are following
1: Suggestion paper.
2: Body checking paper.
3: Transcript
4: Certificate.
5: Thesis (for master degree.)
6: The paper on the concern things such as books computer… to suggest the concern authority to consider.
It would apply all concern documents to the Embassy by itself or it may send all concern documents to the Embassy with a friend in the case of necessity. However the documents are not perfect the Embassy will never provide its applied paper.

Article 25: Scholarship continuation.
Student who has full reason with the agreement from the teacher it is able to continue his education one more time.

Article 26: Family visiting and going back Laos in the official purpose.
1: In the case of family visiting after the semester. The students have to write applied paper to the student group administration team and going to get the confirmation paper from the Embassy of education sector.
2: In the case of going back home during the semester, the student has to be confirmed from the student group administration team, teacher and the Embassy to hear and consider for the suitable reason.
3: In the case of going back home with official reason, it would run concern documents to apply the director to consider and apply to the embassy to provide confirmation paper.
Article 27: The regulations for going the third country suggestion.
In the case of student who wishes to go the third country in the general reason it would write about its purpose to apply the director to consider and apply to the Embassy to consider and report to the Ministry of foreign affair of Laos.
Article 28: In the case of marriage with its own Lao nation or with foreigner, it would follow the conditions as follow:
The official must be studying in the second year.
The student must be studying in the last year.
The work training people must be trained more than one year.
It would run all concern documents on marriage regulation that the concern authority set out and apply to the Embassy to consider according to the regulations.

Article 29: Passport continuation.
When the passport is still alive of one month, the students and work training people have to continue its passports at the Embassy with the documents that the Embassy provided. Moreover the students or work training people have to write about its necessity with the agreements from the students group administration team. In the case of passport is still alive of two months or more, but it need to continue its passport with the personal purpose the Embassy will consider with suitable way.
Article 30: In the case of the student or work training people need to earn income it would do it under the Thai regulations.
Article 31: In the case of Thai regulations commit.
When there is a lao student who commit Thai regulations and it was arrested it would pay kindness to the authority and present himself to the student group administration team, teacher, director and the Embassy to hear.
Article 32: In the case of illness and accident.
When there is a student who has illness or accident by staying at the hospital and other case. The students’ group administration team has to give help and take care him and report to the Embassy to hear.
Article 33: In the case of death
If there is a student who dies in all case. The lao students’ group administration team has look for its biography and report to the Embassy quikly.
Article 34: In the case of home asked
The students or work training people who commits the regulations, destroy friendship between Laos and Thailand, against the policy of Lao PDR. It would be trained but it doesn’t change its behavior it will be sent back home immediately .

Section 6: The regulations for promotion and regulations use.

Article 35: Promotion standard.
  1:Personal standard.
Good characteristic, livelihood, unity.
Good education results (getting grades more 3:00 for Bachelor and more than 3,5 for Master degree)
Having active of the students group work helping.
   2: General standard
Having good unity and helping each other in the group.
Getting the grades of more than 2,50
The members are active for education and activities.
Article 36: Promotion type.
Having the promotion paper from the Ministry of education or the Embassy. Having present from the Embassy or the students group.

Article 37: The regulation use for violator
The student group administration has to report guilty of violator.
The student group of provincial level has to train and warn the regulation violator.
The student group administration has to write about the violator guilty and report to
the Embassy to consider. After the Embassy has considered about the guilty of violator
but it doesn’t change the Embassy would report to the Ministry of foreign affair and
the Ministry of Education to take the violator back home.

Attention: The student group administration team and the Embassy may not follow the steps as saying above in the case of hard violation.

Section 7: The regulations for the Lao Buddhist students in Thailand.

Article 38: The system for Lao Buddhist students establishing in Thailand.
-The institute of students’ group of provincial level is the basic organization of Lao Buddhist students in the provinces. It has to be included of 3-5 persons, according to the number of students in each province.
-The Lao Buddhist students’ group in Bangkok is the highest organization of the Lao Buddhist in Thailand and has duty to provide advice to the provincial level and stay under the Embassy of Laos directly.
-The Lao Buddhist students’ group in Bangkok might be included of 7-9 persons as one present and follow of two vice presidents.
-In each month, the Lao Buddhist students’ group would organize a meeting and reports the result to the Lao Buddhist students’ group administration team in Bangkok. The Lao Buddhist students, group administration team in Bangkok would organize a meeting in two months and reports the results to the Embassy of Laos.
Article 39: The regulation of the Lao Buddhist students’ group has the same as common people as follow:
-The first section
-Article:7,8 of second section
-Article 9 to 16 of the third section
-All article of the fourth section and article of 20,21,22,23,24,25,26,29,31,31,33,and article 34 of the fifth section.
-All article of the sixth, seventh section and all of the third part.
Article 40: Moreover the Lao Buddhist students have to follow the Buddhist precept strictly as well.

The Third Part
The regulations on finance

Article 41: The income resources.
-The fund, comes from students.
-The fund, comes from the activities of the group.
-Donation by people and other organization.
Article 42: The purpose of fund use.
-Paying for the meeting of the provincial students’ group in the case of necessity.
-Paying for traveling charge of the provincial students’ group team to join the activities of the group.
-Paying for the activities running of the provincial level.
-Paying for buying presents for the good students of the year.
-Paying for the patient.
-Paying for the provincial level meeting of the year.
-Paying for promoting and helping other parts in the name of the group such as donation and join the Embassy in the occasion of important days.

Article 43: Financial administration.
-The students’ group administration team has to use the fund under the regulations strictly.
-The person who is responsible to the finance administration, has to conclude the income and paying rate to the students group continually.

Section 8: Conclusion.

Article 44: This regulation has been changed, according to the reality of lao students and leaded on the regulation of Lao students controlling that are studying in abroad.
-The Ministry of Education had laid out of No: 1839/2000, (11/12/2000)

Article 45: The regulation pays the important role since the day of signature.
