Human Rights Instruments:
Of 15 major international legal instruments
adopted by intergovernmental bodies of the United Nations
system relating to the human rights of youth, the government
of Lao People's Democratic Republic has ratified or acceded
to the following two: Suppression of the Traffic in Persons
and of the Exploitation of the Prostitution of Others
(UN/1949); and Abolition of Slavery, the Slave Trade and
Institutions and Practices Similar to Slavery
(UN/1956). | |

National Youth Policy
The Lao People's Revolutionary Youth was established in 1955 to
implement the aspiration of the Loa people. Since 1975, the Lao People's
Revolutionary Youth Union has actively been participating and implementing
the two strategic duties: safeguarding and constructing the country. In
the field of National Youth Policy formulation, the First Congress of the
Lao People's Revolutionary Youth Union was held in 1983 in Vientiane, the
capital city of the LAO, PDR. The declaration of the congress was the
national youth policy.
The Union de la Jeunesse de Laos (UJL)has
been entrusted by the Government to coordinate the national youth policy
of the country in cooperation with various youth-related ministries of the
Government and youth NGOs.

National Youth and Student Coordinating Bodies:
According to the information in the UN Youth Unit, the main national
youth coordinating body in the Lao People's Democratic Republic is the
Union of Lao People's Revolutionary Youth (ULPRY)which has recently been
renamed the Union de la Jeunesse de Laos (UJL). The original ULPRY was
founded in 1955 as the youth wing of the Lao People's Revolutionary Party
(LPRP), and it was clandestine until 1972 when the LPRP was publicly
proclaimed. The membership of the Union consists of all youth in Laos aged
18 to 24, and the Union's national congress elects officers and adopts the
work programme. The Union aims to support the policies of national unity
and to promote those policies among the youth of Laos. It's object also is
to represent the views of Lao youth to the Government authorities, and to
promote solidarity among the youth movements of the world. Thus, it is
organizing conferences, seminars, exchanges and voluntary service
projects. In addition, the Union is affiliated to the World Federation of
Democratic Youth (WFDY) and International Union of Students
(IUS).

United Nations System Projects on Youth:
The Union's Youth Action Plan included developing educational
systems in support of a fervent spirit of patriotism. The plan also
included the goals of developing young people into pioneers in all fields;
upgrading the capacity of Lao Youth Media; and developing the labour
skills while creating jobs for youth. The purpose of youth projects is to
develop young people into good citizens, to upgrade the educational and
employment systems, and ensure good health and good morals.
There
are several projects of the UN system which have components in such
sectors as agriculture, communications and information, education,
environment, general development issues, health, human settlements and
social development. Executive agencies for such projects include FAO,
UNOPS, UNESCO, UN, UNDP/UNV, IBRD and UNCHS. An example of such a project
is in the educational sector. UNDP allocated US$753,400 for a project in
the Lao PDR entitled: "Education for Ethnic Minorities" which included a
youth component. UNESCO was the executing agency for the project
1994-1997.
