Under Pakistan's Anti-Terrorism Act, all cases have to be disposed off within one month of the filing of the charge-sheet against the accused. It has avoided extraditing Omar Sheikh to the US to stand trial in another case in which he was involved. It has so far avoided arresting Khalid Sheikh Mohammed, one of the close associates of bin Laden in the IIF, who is believed to have been closely involved in the planning of the 9/11 terrorist incidents in the US. He has been living clandestinely in Karachi and it is alleged that Musharraf does not want to hand over Omar Sheikh and Khalid to the US as both of them were working for the ISI and might reveal to the US authorities details of the past links of the ISI with bin Laden and Al Qaeda. It has not yet brought to trial some Yemeni-Balochis arrested by its investigative agencies in connection with the murder of Pearl and the car bomb explosions killing some French naval engineers in Karachi and outside the US Consulate in Karachi. It has avoided rounding up the Taliban leaders and cadres, who have taken shelter in the tribal areas.
