SUMMARY

Article II
-
unincorporated
-nonprofit organization

Article IV
-noncommercial, nonsectarian, nonpartisan
-no commercial endorsements or promotion of commercial or partisan concerns
-no involvement in political campaign ( for or against )
-work with and participate in school
-no net earnings paid or distributed to members
-activities ( only ) permissable by a tax exempt organization
-*State requirement: criticism of teachers/administration shall not be voiced in open meetings
-3/99 addition, voting by proxy prohibited unless specified by applicable state law

Article V
-remit national dues through NJPTA
-bylaws approved by the state
-(we) adopt bylaws
-keep permanent books of account and records
-charter is subject to withdraw
-each officer/executive board shall be a member
-each local unit shall collect dues from members

Article VI
-National and State membership be made available without regard to race, creed, or national origin
-conduct annual enrollment
-3/99 addition, send dues as scheduled; 1st payment by November 1st to be in good standing; dues received after March 1st will not be counted in membership count for that year
-priviledge of holding office, introducing motions, debating, and voting limited to members who have been members in good standing for at least 15 days prior to given meeting
-*State requirement:members under 18 years of age can not sign contracts
-*State requirement:membership year is 10/1 through 9/30
1)active members who pay dues can hold office/chair committees
2)Life members may become active by paying dues
3)State: can be a state member
-*State requirement: $1.25 of dues to National PTA, $1.00 of dues to NJ State PTA
-OUR NEW dues are $3.25
-local PTA's having paid National and State dues are eligible for County Council membership

Article VII
-Our PTA will consist of president, 1st and 2nd vice presidents, recording secretary, corresponding secretary and treasurer
-nominating committee will consist of 3 members
-nominating committee reports in April
-biannual election in May
-officers serve 2 years
-assume duties at the close of the June meeting
-no more then 2 consecutive terms
-vacancy filled by vote of executive board
-Honorary title may be conferred by association ( Parliamentarian )

Article VIII Duties of officers
-president presides at all meetings
-vice presidents aid president and perform in (her) absence
-recording secretary records minutes and has a copy of the bylaws and membership; sends a copy of officers to State PTA and County Coucil President
-corresponding secretary conducts general correspondence
-treasurer has custody of funds; keeps record of receipts and expenditures; pays out funds in accordance with budget ( checks signed by 2 persons);has present financial statement at meetings
( books to be audited by a committee of 3 persons)
-parliamentarian is an honorary position; exerts rules of order and procedure
-officers are to be delivered official materials no later than 10 days following the close of the June meeting

Article IX
-Executive Board shall consist of officers, chairman of standing committees, and the principal of the school or a representative appointed by her

Article X
-there will be 4 general meetings per year *revised 10/2/98
-there will be 2 days notice of change of date
-biannual election held in
-eight members a quorum at general meetings *revised 10/2/98
-special committees appointed by president
-president is ex-officio member of all committees except nominating committee
-failure of executive board member to attend 3 consecutive meetings is grounds for the executive to board reassess that members position

Article XII
-the association shall be represented at County Council meetings by president and 5 delegates

Article XIII State and Local Relationship
-charter is subject to withdraw if in violation of bylaws
-there are procedures to follow for disaffiliation

Article XIV
-fiscal year begins July 1 to the end of June

Article XV
-Roberts Rules of Order shall govern

Article XVI
bylaws can be ammended by 2/3 of members present; 4 copies to be sent to NJPTA
