shin=god; it's on the page banner in kanji [except for the particle "no", in  hiragana]). if you watch the dub like i do, you probably know him better as the "supreme kai".

The current god of gods (due to Bibidi and Majin Buu wiping out the rest of the Kaiooshins and the whole populace of Kaiooshin-kai), 'Shin-sama arrives on earth with his loyal bodyguard Kibito to fight in the 25th Tenka-ichi Budookai.  This is part of an elaborate scheme to stop the demon known as Majin Buu from destroying the Earth. He psyches out (literally!) Piccolo in his match and waits patiently in the sidelines while Kibito fights Gohan and asks him to go Super Saiya-jin. Spopovich and Yamu steal Gohan's energy, and Kaiooshin and Kibito track them down to figure out the whereabouts of Babidi, Bibidi's son, and Buu, along with the Z senshi. After Kibito is killed, he assits Gohan in fighting Babidi's minions and later Majin Buu. Unfortunately, he gets whipped pretty badly, almost to the point of death. Kibito, being revived by the Dragonballs, senses this and rushes to his aid to heal him (and Gohan later). The three travel to Kaiooshin-kai ('Shin's planet) in order to pull out the mystical Zet Sword, which encases the spirit of Roo-Dai Kaiooshin, a pervert who can power people up with his unusual dancing. Kaiooshin and Kibito bring the potaras to the Z senshi, and, in demonstrating their power, fuse permanently. In GT Kaiooshin helps out a lot, using some mystical water on the Tenkai (Lookout) to free the Earth of Bebi. He is also a replacement for North Kaioo's "show position" in GT.
character analysis
kaiooshin-sama is one of the more active gods in the series. unlike north kaioo or kami-sama or enma daioo, he becomes directly involved in the affairs of mortals. he seems to have no reservations about his involvement.

he is also very logical and methodical, and usually doesn't let emotion get to him. he makes plans and prefers strategy to physical combat, although he is very strong (but nothing compared to gokuu, gohan, and vegeta). in short, a cerebral personality.

he is also seemingly kind (I say "seemingly" because the gods control everything), and lets people appear to make their own decisions. it may be interesting to note that there seems to be no such thing as free will in the dragon world. he's not bossy and he's not a doormat either, and he doesn't let the "highest-deity-in-the-Universe" thing go to his head- she stays relatively calm without a trace of egoism.

he also is very good at camoflauging (sp?) his real intentions behind his ever-versatile face. this adds a mysterious edge to his character, which may be necessary for the gods of gods.

in short, he is an awesome character!!!
