Add a new layer. The bring it up to under the top two layers (those layers have your face and neck on them.

Go-to selections > load from disk > and open 51-hair1.sel.  Open the JPG my hair in PSP and set as your pattern.  Then flood fill selection.

Go-to selections > load from disk > and open 52-hair2.sel and flood fill with the hair pattern.

Add new layer and bring to top.

Go-to selections > load from disk > and open 53.hair3.sel and flood fill with Hair pattern.

Go-to selections > load from disk > and open 54.hair4.sel and flood fill again with Hair.

You can fiddle around with the scale and the direction of the pattern of the hair if you like.  I used a 200 scale for the back hair but 100 on the rest.

AND THATS IT SORTA LOL

I also have another skirt piece if you would like her to have a longer skirt.  Just add another layer under the last skirt layer and Go-to selections > load from disk > and open 51-additionalskirt.sel and flood fill with the tulle pattern. Try both see which one you like.
