SEVENTH MEETING-WORK SESSION

MINUTES

 

CALL TO ORDER:

 

Recording secretary Sharon Fleischman called the meeting to order on the above date and time.

 

MEMBERS PRESENT:

 

Peter Brunette (At 8: 10 PM), Sharon Fleischman, Richard Heinis, James Joyal, Linda Peary, and Brenda Schmucker

CHAIRMAN’S REPORT:

 

No report

 

 

SECRETARY’S REPORT:

 

On a motion of Richard Heinis, seconded by James Joyal, it was voted unanimously

to approve the minutes of the October 23, 2003 Motorcycle Week Committee meeting.

 

 

OLD BUSINESS:

 

No old business

 

 

SUBCOMMITTEE REPORT:

 

James Joyal distributed packets on Regulations regarding Motorcycle Week Vending

Licensing, Motorcycle Week Applications, Code Enforcement-Fire Prevention, Planning,

Fire Safety Regulations, Fees, Site Review Fee Comparison, Motorcycle Detail Towing Protocol, and Laconia, New Hampshire Rally News.  Jim explained the various packets and discussed in depth the licensing packet and the fees based on actual and possible fees and income.  He explained how charging by vendor site size rather than set license fees might be fairer for the city and the vendors. (Per square foot rather than $450) He explained vendor licensing fees, income and expenses in 2002 and how a loss to the city occurred in 2002.  He explained the application process and work involved by the city with applications, planning, licensing fees, and preparation.  He mentioned how the Lobster Pound handles all of the paperwork requirements for their vendors and suggested that other landowners might be able to do the same.  Much discussion of this report took place.  On a motion by Linda Peary, seconded by Brenda Schmucker, it was unanimously voted to table discussion to the next meeting.

 

Jim Joyal then discussed Bike Week towing.  The New Hampshire State Police will no

longer be in charge of towing. Towing will be done by City of Laconia towing operators.

The towing operators and Laconia police should establish a system and protocol that is 

not costly to the City.
