Is House Bill 179, the Give-Them-a-Bone-and-Take-Their-Leave Bill, Dead?

No HB 179 on the House Education Committee agenda today and no notice of the Education Committee meeting next week. Perhaps, HB179 is dead for 2008. HB 179 started out good with its offer of making leave time more flexible. This meant more time for employees to take leave to take care of others. The attractive bill became a Trojan Horse when it was discovered that, more likely than not, university boards would end anyone from accumulating leave time and the use of leave to calculate years of service for retirement. Those with many years of service often have years of leave time and use it as catastrophic-illness insurance and to improve their retirement plan. The state agency, Louisiana Legislative Fiscal Office, evaluated HB179 for its budget impact and loved it. Although they couldn’t put an exact number on it because it depended on how much the university boards discouraged and abolished use of leave time, it thought savings would be “substantial” and “considerable”. HB179 had been in the works for a couple of years and this is what is produced? --Paul Bell

Chip Delzell reported that, after action by the LSU campus chapter (and perhaps other expressions of concern..thx, Bill) Rep. Carter agreed not to propose the bill and work is underway to ensure more adequate faculty input.
