Flying is explained in the Great saiyaman Saga by Gohan when he is teaching
Videl how to Fly.
How they do it is they use there KI Energy and Float on it, It is power in which
they fly upon. This would mean the greater your power the higher u could fly,
this would explain why Normal Human being's in Dragonball Z cant fly, They simply
do not have enough power. Also there is the part of having to learn how to fly.
This could even explain why when u get a large current of electricity through
you, you are shot into the air exceeding human limitations. You are filled with
power, maybe if electricity could be controlled upon a human we could fly. But
unluckily it cannot so dont put your fingers in plug sockets trying to fly lol.
