Kaworu appeared to be the Fifth Child, but he was also discovered to be the seventeenth (as presumably last) Angel. He was sent to NERV by SEELE, who hoped to create the Third Impact. However, Kaworu was the Angel of Free Will. He befriended Shinji (there is a controversy over whether or not they fell in love) and made up his own mind about the fate of the human race. In the end, he told Shinji to kill him so that the human race would live on.
