Rules: Rover Play

A Rover - A rover is a ball that has made each of the first fifteen points in sequence. The rover, upon making the fifteenth point, may roquet each ball once during the remainder of that turn, and may roquet each ball once each turn thereafter for the remainder of the game.

A rover ball may be played upon by the other balls just as any non-rover ball is played upon.
