SAVED ACCORDING TO GOD'S WILL, NOT MAN'S -

Ephesians 1:5   Having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will,

Philippians 2:13   For it is God which worketh in you both to will and to do of his good pleasure.

Ephesians 1:11   In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will:

James 1:18   Of his own will begat he us with the word of truth, that we should be a kind of firstfruits of his creatures.

John 1:13   Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.

Ephesians 2:10   For we are his workmanship, created in Christ Jesus unto good works, which God hath before ordained that we should walk in them.

1 Corinthians 3:7   So then neither is he that planteth any thing, neither he that watereth; but God that giveth the increase.

Romans 9:16   So then it is not of him that willeth, nor of him that runneth, but of God that sheweth mercy.

2 Timothy 1:9  Who hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began,

Romans 10:20   But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me.

Romans 9:11   (For the children being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth;)

Psalms 37:23   The steps of a good man are ordered by the LORD: and he delighteth in his way.

Jeremiah 10:23   O LORD, I know that the way of man is not in himself: it is not in man that walketh to direct his steps.

Ephesians 1:9   Having made known unto us the mystery of his will, according to his good pleasure which he hath purposed in himself:

Mark 10:24-27   24 And the disciples were astonished at his words. But Jesus answereth again, and saith unto them, Children, how hard is it for them that trust in riches to enter into the kingdom of God! 25 It is easier for a camel to go through the eye of a needle, than for a rich man to enter into the kingdom of God. 26 And they were astonished out of measure, saying among themselves, Who then can be saved? 27 And Jesus looking upon them saith, With men it is impossible, but not with God: for with God all things are possible.

Luke 14:15-24   15 And when one of them that sat at meat with him heard these things, he said unto him, Blessed is he that shall eat bread in the kingdom of God. 16 Then said he unto him, A certain man made a great supper, and bade many: 17 And sent his servant at supper time to say to them that were bidden, Come; for all things are now ready. 18 And they all with one consent began to make excuse. The first said unto him, I have bought a piece of ground, and I must needs go and see it: I pray thee have me excused. 19 And another said, I have bought five yoke of oxen, and I go to prove them: I pray thee have me excused. 20 And another said, I have married a wife, and therefore I cannot come. 21 So that servant came, and shewed his lord these things. Then the master of the house being angry said to his servant, Go out quickly into the streets and lanes of the city, and bring in hither the poor, and the maimed, and the halt, and the blind. 22 And the servant said, Lord, it is done as thou hast commanded, and yet there is room. 23 And the lord said unto the servant, Go out into the highways and hedges, and compel them to come in, that my house may be filled. 24 For I say unto you, That none of those men which were bidden shall taste of my supper.

NO ONE SEEKS GOD OF THEIR OWN FREE WILL:

Psalms 10:4   The wicked, through the pride of his countenance, will not seek after God: God is not in all his thoughts.

Psalms 119:155    Salvation [is] far from the wicked, For they do not seek Your statutes.

Jeremiah 18:12   And they said, There is no hope: but we will walk after our own devices, and we will every one do the imagination of his evil heart.

Romans 3:11-12   There is none that understandeth, there is none that seeketh after God. 12 They are all gone out of the way, they are together become unprofitable; there is none that doeth good, no, not one.

1 Corinthians 2:14   But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.

Isa 65:1   I am sought of [them that] asked not [for me]; I am found of [them that] sought me not: I said, Behold me, behold me, unto a nation [that] was not called by my name.

Genesis 6:5   And GOD saw that the wickedness of man [was] great in the earth, and [that] every imagination of the thoughts of his heart [was] only evil continually.

John 5:40   And ye will not come to me, that ye might have life.

Noah: Gen. Chap.6-8
(How many people chose to go on the ark of their own free will?)

IT'S GOD'S CHOICE & PURPOSE:

John 15:16   Ye have not chosen me, but I have chosen you, and ordained you, that ye should go and bring forth fruit, and [that] your fruit should remain: that whatsoever ye shall ask of the Father in my name, he may give it you.

James 1:18   Of his own will begat he us with the word of truth, that we should be a kind of firstfruits of his creatures.

John 12:39-40   Therefore they could not believe, because that Esaias said again, 40 He hath blinded their eyes, and hardened their heart; that they should not see with [their] eyes, nor understand with [their] heart, and be converted, and I should heal them.

John 10:26   But ye believe not, because ye are not of my sheep, as I said unto you.
(This verse does not say that they are not his sheep "because" they did not believe. It says they did not believe because they are not his sheep.)

2 Timothy 1:9   Who hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began,

Isa 65:1   I am sought of [them that] asked not [for me]; I am found of [them that] sought me not: I said, Behold me, behold me, unto a nation [that] was not called by my name.

Romans 11:2-5   2 God hath not cast away his people which he foreknew. Wot ye not what the scripture saith of Elias? how he maketh intercession to God against Israel, saying, 3 Lord, they have killed thy prophets, and digged down thine altars; and I am left alone, and they seek my life. 4 But what saith the answer of God unto him? I have reserved to myself seven thousand men, who have not bowed the knee to the image of Baal. 5 Even so then at this present time also there is a remnant according to the election of grace.
Romans 9:27   Esaias also crieth concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:

Romans 9:18-24   18 Therefore hath he mercy on whom he will have mercy, and whom he will he hardeneth. 19 Thou wilt say then unto me, Why doth he yet find fault? For who hath resisted his will? 20 Nay but, O man, who art thou that repliest against God? Shall the thing formed say to him that formed it, Why hast thou made me thus? 21 Hath not the potter power over the clay, of the same lump to make one vessel unto honour, and another unto dishonour? 22 What if God, willing to shew his wrath, and to make his power known, endured with much longsuffering the vessels of wrath fitted to destruction: 23 And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory, 24 Even us, whom he hath called, not of the Jews only, but also of the Gentiles?

GOD DOES IT ALL:

Ezekiel 36:26-27   26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh. 27 And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.

Philippians 2:13   For it is God which worketh in you both to will and to do of [his] good pleasure.
(The unsaved will not seek to be controlled by God)

Eph 2:10   For we are his workmanship, created in Christ Jesus unto good works, which God hath before ordained that we should walk in them.

GOD DRAWS US TO HIM:

John 6:44   No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.

Psa 65:4   Blessed [is the man whom] thou choosest, and causest to approach [unto thee, that] he may dwell in thy courts: we shall be satisfied with the goodness of thy house, [even] of thy holy temple.

John 6:37   All that the Father giveth me shall come to me; and him that cometh to me I will in no wise cast out.

UNBELIEVERS ARE SPIRITUALLY DEAD:

Ephesians 2:1    And you [hath he quickened], who were dead in trespasses and sins;

Ephesians 2:4-5    But God, who is rich in mercy, for his great love wherewith he loved us, 5 Even when we were dead in sins, hath quickened us together with Christ, (by grace ye are saved;)

John 5:21   For as the Father raiseth up the dead, and quickeneth [them]; even so the Son quickeneth whom he will.

Genesis 2:17   But of the tree of the knowledge of good and evil, thou shalt not eat of it: for in the day that thou eatest thereof thou shalt surely die.
Spiritual death, not physical.

John 3:5-6   5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. 6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.

Dead Dry Bones: Ezek. 37: 1-14 (Raised to life without "accepting" it first) -
Ezekiel 37:1-14   1 The hand of the LORD came upon me and brought me out in the Spirit of the LORD, and set me down in the midst of the valley; and it was full of bones. 2 Then He caused me to pass by them all around, and behold, there were very many in the open valley; and indeed they were very dry. 3 And He said to me, "Son of man, can these bones live?" So I answered, "O Lord GOD, You know." 4 Again He said to me, "Prophesy to these bones, and say to them, O dry bones, hear the word of the LORD! 5 Thus says the Lord GOD to these bones: "Surely I will cause breath to enter into you, and you shall live. 6 "I will put sinews on you and bring flesh upon you, cover you with skin and put breath in you; and you shall live. Then you shall know that I am the LORD."" 7 So I prophesied as I was commanded; and as I prophesied, there was a noise, and suddenly a rattling; and the bones came together, bone to bone. 8 Indeed, as I looked, the sinews and the flesh came upon them, and the skin covered them over; but there was no breath in them. 9 Also He said to me, "Prophesy to the breath, prophesy, son of man, and say to the breath, Thus says the Lord GOD: "Come from the four winds, O breath, and breathe on these slain, that they may live."" 10 So I prophesied as He commanded me, and breath came into them, and they lived, and stood upon their feet, an exceedingly great army. 11 Then He said to me, "Son of man, these bones are the whole house of Israel. They indeed say, Our bones are dry, our hope is lost, and we ourselves are cut off! 12 "Therefore prophesy and say to them, Thus says the Lord GOD: "Behold, O My people, I will open your graves and cause you to come up from your graves, and bring you into the land of Israel. 13 "Then you shall know that I am the LORD, when I have opened your graves, O My people, and brought you up from your graves. 14 "I will put My Spirit in you, and you shall live, and I will place you in your own land. Then you shall know that I, the LORD, have spoken it and performed it," says the LORD."

Raising Of Lazarus: John 11:38-44 (Raised to life without "accepting" it first) -
John 11:38-44   38 Then Jesus, again groaning in Himself, came to the tomb. It was a cave, and a stone lay against it. 39 Jesus said, "Take away the stone." Martha, the sister of him who was dead, said to Him, "Lord, by this time there is a stench, for he has been dead four days." 40 Jesus said to her, "Did I not say to you that if you would believe you would see the glory of God?" 41 Then they took away the stone from the place where the dead man was lying. And Jesus lifted up His eyes and said, "Father, I thank You that You have heard Me. 42 "And I know that You always hear Me, but because of the people who are standing by I said this, that they may believe that You sent Me." 43 Now when He had said these things, He cried with a loud voice, "Lazarus, come forth!" 44 And he who had died came out bound hand and foot with graveclothes, and his face was wrapped with a cloth. Jesus said to them, "Loose him, and let him go."

GOSPEL IS VEILED TO THE SPIRITUALLY DEAD:

1 Corinthians 1:18   For the preaching of the cross is to them that perish foolishness; but unto us which are saved it is the power of God.

1 Corinthians 2:14   But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know [them], because they are spiritually discerned.

Matthew 11:27   All things are delivered unto me of my Father: and no man knoweth the Son, but the Father; neither knoweth any man the Father, save the Son, and [he] to whomsoever the Son will reveal [him].

People must be regenerated before they can understand & believe the gospel:

John 3:3   Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
("Kingdom of God" used as a synonym of "the gospel": Mat. 13:11, 19; Lk. 4:43, 8:1, 9:2, 9:60; Acts 20:25, 28:23; Lk. 17:21 & Jer. 31:33)

1 Corinthians 2:14   But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know [them], because they are spiritually discerned.

John 3:6   That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.
Romans 8:7-8   Because the carnal mind [is] enmity against God: for it is not subject to the law of God, neither indeed can be. 8 So then they that are in the flesh cannot please God.

2 Corinthians 5:17   Therefore if any man [be] in Christ, [he is] a new creature: old things are passed away; behold, all things are become new.

Romans 8:5   For they that are after the flesh do mind the things of the flesh; but they that are after the Spirit the things of the Spirit.

THE CROSS + NOTHING:
God does not need our help

Isaiah 48:3,5   "I have declared the former things from the beginning; They went forth from My mouth, and I caused them to hear it. Suddenly I did them, and they came to pass. 5 Even from the beginning I have declared it to you; Before it came to pass I proclaimed it to you, Lest you should say, `My idol has done them, And my carved image and my molded image Have commanded them.'
John 1:13   Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.

Hebrews 4:3   For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world.

Isaiah 46:9-11   Remember the former things of old, For I [am] God, and [there is] no other; [I am] God, and [there is] none like Me, 10 Declaring the end from the beginning, And from ancient times things that are not yet done, Saying, `My counsel shall stand, And I will do all My pleasure,' 11 Calling a bird of prey from the east, The man who executes My counsel, from a far country. Indeed I have spoken [it]; I will also bring it to pass. I have purposed [it]; I will also do it.

Romans 10:9-10   That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. 10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
(Confession because of faith, not into it)

GOD IS TOTALLY SOVEREIGN -

Isaiah 46:9-11   Remember the former things of old, For I [am] God, and [there is] no other; [I am] God, and [there is] none like Me, 10 Declaring the end from the beginning, And from ancient times things that are not yet done, Saying, `My counsel shall stand, And I will do all My pleasure,' 11 Calling a bird of prey from the east, The man who executes My counsel, from a far country. Indeed I have spoken [it]; I will also bring it to pass. I have purposed [it]; I will also do it.

Isaiah 55:11   So shall My word be that goes forth from My mouth; It shall not return to Me void, But it shall accomplish what I please, And it shall prosper in the thing for which I sent it.

Matthew 10:29   "Are not two sparrows sold for a copper coin? And not one of them falls to the ground apart from your Father's will.

1 Samuel 2:6-9   6 "The LORD kills and makes alive; He brings down to the grave and brings up. 7 The LORD makes poor and makes rich; He brings low and lifts up. 8 He raises the poor from the dust And lifts the beggar from the ash heap, To set them among princes And make them inherit the throne of glory. "For the pillars of the earth are the LORDS, And He has set the world upon them. 9 He will guard the feet of His saints, But the wicked shall be silent in darkness. "For by strength no man shall prevail.

Joshua 23:14   "Behold, this day I am going the way of all the earth. And you know in all your hearts and in all your souls that not one thing has failed of all the good things which the LORD your God spoke concerning you. All have come to pass for you; not one word of them has failed.

Psalms 115:3   But our God [is] in the heavens: he hath done whatsoever he hath pleased.

Psalms 135:5-6   5 For I know that the LORD is great, And our Lord is above all gods. 6 Whatever the LORD pleases He does, In heaven and in earth, In the seas and in all deep places.

Daniel 4:35   All the inhabitants of the earth [are] reputed as nothing; He does according to His will in the army of heaven And [among] the inhabitants of the earth. No one can restrain His hand Or say to Him, "What have You done?"

If God cannot save someone until that person "accepts" salvation, then that God is not sovereign; God does as He pleases.
Believers do "receive" Christ, but it's a passive receiving, not an active receiving. God gives believers(the elect) the free gift of salvation and He does not need their permission to do it.

Repentance is from God:

Acts 5:31   Him hath God exalted with his right hand [to be] a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.

Acts 11:18   When they heard these things, they held their peace, and glorified God, saying, Then hath God also to the Gentiles granted repentance unto life.

2Tim 2:25-26   In meekness instructing those that oppose themselves; if God peradventure will give them repentance to the acknowledging of the truth; 26 And [that] they may recover themselves out of the snare of the devil, who are taken captive by him at his will.

Even faith is from God:

Eph 2:8-9   For by grace are ye saved through faith; and that not of yourselves: [it is] the gift of God: 9 Not of works, lest any man should boast.

Php 1:29   For unto you it is given in the behalf of Christ, not only to believe on him, but also to suffer for his sake;

Acts 18:27   And when he was disposed to pass into Achaia, the brethren wrote, exhorting the disciples to receive him: who, when he was come, helped them much which had believed through grace:

Faith is a fruit of the Spirit. (Gal. 5:22):
John 15:4   Abide in me, and I in you. As the branch cannot bear fruit of itself, except it abide in the vine; no more can ye, except ye abide in me.

Hebrews 12:2   Looking unto Jesus the author and finisher of [our] faith; who for the joy that was set before him endured the cross, despising the shame, and is set down at the right hand of the throne of God.

Philippians 1:6   Being confident of this very thing, that he which hath begun a good work in you will perform [it] until the day of Jesus Christ:

Acts 3:16   "And His name, through faith in His name, has made this man strong, whom you see and know. Yes, the faith which [comes] through Him has given him this perfect soundness in the presence of you all.

CHOSEN BY GOD BEFORE THE FOUNDATION OF THE WORLD -

Revelation 13:8   And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.

Revelation 17:8   The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.

Matthew 25:34   Then shall the King say unto them on his right hand, Come, ye blessed of my Father, inherit the kingdom prepared for you from the foundation of the world:

Ephesians 1:4   According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love:

Hebrews 4:3   For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world.

2 Timothy 1:9   Who hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began,

Isaiah 46:10   Declaring the end from the beginning, and from ancient times the things that are not yet done, saying, My counsel shall stand, and I will do all my pleasure:

Does ALL always mean ALL:

The question is, does ALL always mean ALL in the bible "OR" is it qualified? Does ALL always mean every single man without exception, or is what it covers defined by Bible context and reference? The "TRUTH" is that the word "ALL" is qualified in the scriptures. for example:
Mark 1:5   "And there went out to him ALL the land of Judea, and they of Jerusalem and were ALL baptized in the river Jordan"
Certainly not every single man, woman, and child (bar none) in the Land of Judea went to get baptized that day, correct? the "ALL" there is qualified.

John 8:2   "And early in the morning he came again into the temple, and ALL the people came unto him; and he sat down and taught them."
Again, the "ALL" is qualified. Even though it says "ALL" it doesn't mean that every single person came to listen to Jesus, the all is qualified.

Acts 22:15   "For thou (Paul) shalt be a witness unto ALL men of what thou hast seen or heard."
Matthew 10:22   "And ye shall be hated of ALL men for my name's sake."
John 3:26   "And they came unto John and said unto him, Rabbi, he that was with thee beyond Jordan, to whom thou bearest witness, behold, the same baptizeth, and ALL men came to him."
Luke 2:1    "And it came to pass in those days, that there went out a decree from Caesar Augustus, that ALL the world should be taxed."
In these scriptures we see "CLEARLY" that the word "ALL" does not in these instances mean every man without exception. Either the word "ALL" is being used in a sense of a hyperbole, referring to a very large number but not everyone without exception, or it is being used to speak of ALL men without distinction. And so to say "ALL" always means all or should be understood to mean all in scripture is a misnomer.

On the issue of salvation, the "ALL" means only the "ELECT":

The elect = the saved:
Ephesians 1:4-5   4 According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love: 5 Having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will,

In 2 Peter 3:9, Peter is speaking of only the saved. He is speaking to believers here(as verse 3:1 shows); the "US-WARD", the "ANY" and the "ALL" refer to the saved only(the elect) in verse 9.
2 Peter 3:9    The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward(the elect), not willing that any(of the elect) should perish, but that all(of the elect) should come to repentance.

2 Corinthians 5:10   For we must all appear before the judgment seat of Christ; that every one may receive the things [done] in [his] body, according to that he hath done, whether [it be] good or bad.
This verse says the "weall" must appear before the judgement seat of Christ. Only believers appear here.

Unbelievers will appear before the great white throne of judgement and are cast into the lake of fire(the second death) :
Revelation 20:11-15   11 And I saw a great white throne, and him that sat on it, from whose face the earth and the heaven fled away; and there was found no place for them. 12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works. 13 And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works. 14 And death and hell were cast into the lake of fire. This is the second death. 15 And whosoever was not found written in the book of life was cast into the lake of fire.

Believers do not take part in this judgement:
Revelation 20:6   Blessed and holy [is] he that hath part in the first resurrection: on such the second death hath no power, but they shall be priests of God and of Christ, and shall reign with him a thousand years.
2 Peter 2:9   The Lord knoweth how to deliver the godly out of temptations, and to reserve the unjust unto the day of judgment to be punished:

Irresistible Grace:

Titus 2:11-14   11 For the grace of God that bringeth salvation hath appeared to all men, 12 Teaching us that, denying ungodliness and worldly lusts, we should live soberly, righteously, and godly, in this present world; 13 Looking for that blessed hope, and the glorious appearing of the great God and our Saviour Jesus Christ; 14 Who gave himself for us, that he might redeem us from all iniquity, and purify unto himself a peculiar people, zealous of good works.

Ezekiel 36:26-27   A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh. 27 And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do [them].

John 6:37   All that the Father giveth me shall come to me; and him that cometh to me I will in no wise cast out.

Psalms 65:4   Blessed [is the man whom] thou choosest, and causest to approach [unto thee, that] he may dwell in thy courts: we shall be satisfied with the goodness of thy house, [even] of thy holy temple.

John 1:13   Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.

John 17:2   As thou hast given him power over all flesh, that he should give eternal life to as many as thou hast given him.
