If God cannot save someone until that person "accepts" salvation, then that God is not sovereign; God does as He pleases.
Acts 5:31 Him hath God exalted with his right hand [to be] a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins. Acts 11:18 When they heard these things, they held their peace, and glorified God, saying, Then hath God also to the Gentiles granted repentance unto life. 2Tim 2:25-26 In meekness instructing those that oppose themselves; if God peradventure will give them repentance to the acknowledging of the truth; 26 And [that] they may recover themselves out of the snare of the devil, who are taken captive by him at his will.
Eph 2:8-9 For by grace are ye saved through faith; and that not of yourselves: [it is] the gift of God: 9 Not of works, lest any man should boast. Php 1:29 For unto you it is given in the behalf of Christ, not only to believe on him, but also to suffer for his sake; Acts 18:27 And when he was disposed to pass into Achaia, the brethren wrote, exhorting the disciples to receive him: who, when he was come, helped them much which had believed through grace:
Faith is a fruit of the Spirit. (Gal. 5:22): Hebrews 12:2 Looking unto Jesus the author and finisher of [our] faith; who for the joy that was set before him endured the cross, despising the shame, and is set down at the right hand of the throne of God. Philippians 1:6 Being confident of this very thing, that he which hath begun a good work in you will perform [it] until the day of Jesus Christ: Acts 3:16 "And His name, through faith in His name, has made this man strong, whom you see and know. Yes, the faith which [comes] through Him has given him this perfect soundness in the presence of you all.
Revelation 13:8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world. In 2 Peter 3:9, Peter is speaking of only the saved. He is speaking to believers here(as verse 3:1 shows); the "US-WARD", the "ANY" and the "ALL" refer to the saved only(the elect) in verse 9.
2 Corinthians 5:10 For we must all appear before the judgment seat of Christ; that every one may receive the things [done] in [his] body, according to that he hath done, whether [it be] good or bad.
Unbelievers will appear before the great white throne of judgement and are cast into the lake of fire(the second death) :
