The core of the program involves personal programming partners. These are people who lead, or advise, a small group of 'laymen' players who don't even need to speak the same language because of text translation programs.
The people who play this program have the option to learn how to program things they want. The programmers have the use of all of the many forms of development which they can allow players to use based on "tests."
There is also an option for a social support person to be called upon in special situations
The potential of any program is limited by the environment; the surroundings, the variety, the amount of space, and the options of interaction. It is also limited by the amount of tools, keyboard keys, clickable buttons, selectable objects, and overall changeable variables.
Unlimited Potential
First, to outline how potential can be unlimited, here is my approach: Your character is the size of one pixel. It is the graphical control unit, which doesn't mean much for how distinguished the name sounds since it just allows you to control anything it touches. When this pixel is 'disengaged' from things, you are put into a third person view, looking from behind the pixel.
There are also special advanced control intake units in the 'real world' which take one of many basic impulses like sound, light, pressure, temperature, and probably laser/GPS movement devices, but also basic ones like mouse, keyboard, and joystick/thumbstick. The user can then have objects, for example, custom vehicle controls, designed using very basic 'sensors' so that anything could be possible. You could even make a suit of sensors and be your own character...
