                             JICA WELDING NEWS   NWELDING NEWS     NAGOYA, PREFACE It is my great honor to send my congratulation to the publication of International WELDING NEWS from JICA marking 25th anniversary since the start of Welding Courses in NITC seeing off more than 250 participants so far. Besides, its unique characteristic to grant a chance to acquire a prestigious one among many JICA training courses. I am always astounded by the participants passion and endurance, which, I believe, are the very factors the participants must have for completing the six months long duration and accomplishing the high quality examination. I simply admire all the participants who graduated from this courses every year. It is no doubt that the efforts made for this course by the people concerned including Dr. Muneharu Kutsuna of Nagoya University and the staff of Japan Welding Engineering Society has enormous. Let me express my deepest appreciation in this occasion. I heartily hope that the participants, now and past, will be the leaders of the welding fields in each country and contribute to the prosperity of their homeland. Mr. Yukio Nakajima, Managing Director of CITC ※※※※※※※※※※※※※※※※※※※※ ■ Voice of Course Leader Dr. Muneharu Kutsuna Chairman of JICA Committee of JWES It is my great pleasure to start our WELDING NEWS FROM JICA and make a new information system among the peoples who concern with welding technology(from 1974 to 1997)/ Welding Engineer (from 1998 to now)courses. This type of news letter was planned in 1999 in the course of JICA. And I have informed this matter to get your flesh news last year. Thank you very much for your great contributions for the first Welding New, i.e. letters/e-mail with photographs and/or CD. When I was editing your articles, i remembered so many things which I had experienced in supporting this course since 1974, when I was working at Kawasaki Heavy Industries Ltd. After coming back to Nagoya University, I have been fully charged in this course with former Prof. Isao Masumoto and the other experts. It was a great pleasure for me to take care of the participants who were eager to learn a modern welding technology in Japan. After the decease of Prof.Masumoto, this course has been arranged and taken care of by the JICA Committee of the Japan Welding Engineering Society. The name of this course was changed to " Welding Engineering training course " in 1998. Time is flying rapidly as you know. We have had more than 260 participants from more than 46 developing countries. But we have no good communications. Silence does not make any changes and advantages. I have had this feeling when I visited to Malaysia and Ski Lanka in 1997. We have to make efforts to support not only present participants but also ex-participants. We hope this Welding news from JICA to promote more communication between us for the future. On the half of the chairman of JICA Committee of JWES, I would like to hear your voices through this media and E-mail to make more good friendship and support your jobs in the future. I have finished this editing work during staying at Ecole Centrale de Nantes, France in March 2000. After returning back to Japan, I will prepare a report on our training course for the meeting of International Authorization Body of IIW at Chicago ,US. to improve our certificate of JICA participants and transfer to a Diploma of IIW Welding Engineer, Technologist or Specialist. If this transition is successful, your certificates are varid internationally as IIW scheme in 2001 or 2002. Dr. H. Nomura and Prof. T. Miyata have made great efforts on this matter. JWES have already submitted their application form to IAB last January. We are going to have their audit in this year. I hope this transition is going well. Finally, I have to apologize to you for the delay of issuing the No. 1 Welding News form JICA. And I would express my sincere thanks to all of participants, JICA's staffs, Japanese experts who sent their news, and Mr. Mansour Alli (IRAN) and JWES staff ()Mr. Kaneko) for their supports to arrange this News.
