A given force over a period of time is equal to impulse.
The force on an object over a period of time is also equal to the change in velocity multiplied by the mass.

Impulse is generally related to momentum when dealing with situations that involve time.  Whether the situation involves something that is moving very fast or very slow.  A situation that would involve something moving fast could be a drag race car that moves fast compared to someone that is jogging.  Impulse is basically Newton's second law and has time involved.
