For your information, enclosed is the information regarding the issue and  the terminology
list.

Information Note:

Our foreign broadcasts are considered as the voice of the Turkish  Republic.   In this regard,
it is very important that our foreign broadcasts are in line with our national goals and
policies.    It is, therefore, necessary to take the following into consideration when
preparing programs within the framework of psychological operations.

It is necessary to ensure that the media will not provide information that might negatively
affect counterterrorism operations, in an unsupervised manner.

The fact that terrorist activities have ended does not mean that the danger from terrorism has
disappeared.    Within this framework, media organs should continue to support and to show
interest in the struggle against terrorism and should broadcast programs to increase morale
and motivation of the people.

At times of sustained terrorist activities, the media should use every opportunity to
emphasize that groups which take their side by the state will always receive the necessary
attention and that the state will always support these groups.

In the struggle against religious exploitation as well it is necessary to ensure that those who
are sincerely faithful are not hurt.    It is also very important to pay special attention to the
efforts of the terrorist organizations and radical groups to exploit this.

Certain public officials' misbehavior, crimes, and mistakes are investigated and the results
are announced to the public in a transparent way.    It is very important that the media organs
correctly assess these issues and provide correct information to the people.    Otherwise, the
trust in the state may be shattered.

Terminology To Be Used

Guerrilla (winter guerrilla, city guerrilla), rebel:    Terrorist, terrorist factor, outlaw, bandit.

Peshmerga, refugee:    Northern Iraqis, those who seek shelter.

Uprising, Kurdish uprising, Kurdish national liberation war, Kurdish freedom struggle,
Kurdish rebellion, armed uprising, rebellion:    terrorist activities.

PKK, KAWA, KNK, Apo's followers:  The terrorist PKK organization, blood shedding
terrorist organization, murder network.

Operation, cleansing operation:    Search for terrorists and criminals

Security operation, peacekeeping operation:    Pursuing criminals.

Commander, governor, district governor:    Official.

Kurdish, Kurdish Turks, Kurdish race, Kurdish citizen:     Turkish citizen

Kurdish lineage, Kurdish origin, citizens of Kurdish origin, people of the
Kurdish race:    Turkish citizen/our citizens who are defined as Kurdish by separatist circles.

Apo compensation, PKK compensation, terrorism/Kurdish
compensation:    State of Emergency Region office compensation.

Apo:    Terrorist Ocalan.

PKK organization.   Note:  The fact that the organization has Marxist and Leninist tendency
can be used abroad.

Ocalan's Rome episode:    The refuge of the terrorist ringleader in Rome/Italy.

Evacuated villages/burnt villages:    Deserted villages, villages that have been deserted by
the people.

Southeastern people, people in Southeast Anatolia,  people in East and
Southeast Anatolia:    Our citizens living in the east of Turkey.

The Kurdish Parliament-in-Exile:    Meeting held under the control of the terrorist PKK
organization.

Kurdish deputy - Kurdish parliament, deputy/member:    The member of the terrorist
organization.

Low-intensity war:    Counterterrorism.

Kurdish state:    The formation in northern Iraq.

Kurdish leader/leaders:    The tribe leaders/chiefs in northern Iraq.

Cleansing operations, operations, security operations:    Searching for criminals, searching
for terrorists, peacekeeping operation.
