What is it

A term invented by me to indicate screw on either horn of a dilemma, possibly for different reasons. It really helps no one to be more towards one or the other horns. Democratic philosophy and freedoms of politicians to select the operating point in the tradeoff are meaningless. Only when the tradeoff curve shifts as whole do we have real progress. The only way the tradeoff shift is through research, but that requires money, but that requires thuggery to accumulate to the point that a capitalist is willing to spend it. So it follows that societies are condemned to local thuggery for progress to happen.

Having laid out a rationalization of development and the necessity of evil to sustain it, I speak now only because I have solutions to each of the discrews presented here. But first understand them, see how they can be used to bugger your politician, lawyer, professor, pastor, teacher, and yes your parents. Only then do you need to invest in my answers.

Complete privatization, needs my software of course. To Americans - put your balls where your mouth is. Privatize everything - Army, DOJ, Parks etc. Then my software will fairly divide taxes to each. Taxation amount is a political matter. Far distribution is not. Use is an administrative matter. One can define and measure metrics and associate them with incentives.

The best way to fool any system is through identity theft, a generic term which includes fake recycling of bootles, false driver licenses, ringers in exams etc. Then one can promise the moon, collect, and vanish. Or one can be a robber and use legal prostitutes to escape penalties.
