I am running for President of the United States of America as a Republican in 2004. IF I BECOME PRESIDENT OF THE UNITED STATES OF AMERICA I do not want to have plausible deniability. I want to be kept informed. I want to know what is going on. I will not pass the buck when the responsibility is mine. I will not shoot the messenger. I will keep Congress informed because national security is jeopardized when Congress is not informed. I will be candid because I realize a lack of candor leads to mistrust. I will provide information to Congress that makes me and my administration look bad because our country's future is more important than my future and my footnote in history books. I will take seriously my pledge to do "to the best of my Ability, preserve, protect and defend the Constitution of the United States." I will do all that I am able to do to enhance our nation's present and our nation's future. I believe voters have a right to know before primary election day some negative things about candidates and some of their ethical lapses in judgement. SOME ADVICE If you do not usually have a great sense of humor, you should not run for President of the United States of America. If you are never willing to admit mistakes, you should not run for President of the United States of America. If you think you are always right, you should not run for President of the United States of America. I am running for President of the United States of America as a Republican in 2004. I think our country is harmed when major members of a political party do not compete against the President of the United States of America who belongs to their party in Presidential primaries. I hope that several Republican Senators and several Republican Governors will show their patriotism by running for President of the United States of America in 2004. Some of the main reasons why I am running for elective office. One. Educate the voters. Many candidates for elective office do not discuss the issues in great detail. I discuss many issues in great detail. I believe voters have a right to know before primary election day many of a candidate's detailed positions on the issues. Two. Make it easier for candidates to run for elective office. Challengers often have a very hard time running for elective office now because the system is rigged in favor of incumbents. Three. I want to win elective office. The probability that my agenda will be carried out is more likely if I hold elective office. I voted for President George Bush in 2000. I will not vote for him in 2004. I hope many Democrat Governors and former Democrat Governors will run for President of the United States of America in 2004. Since 1900, I think the only Democrat Senators who have been elected President of the United States of America are President John F. Kennedy and President Lyndon B. Johnson. Many Democrat Governors have been elected President of the United States of America since 1900. I was born on January 13, 1970 in Boston, Massachusetts. I will be 35 years old on January 20, 2005 which is the day the Presidential oath of office will be taken. I hope that former Democrat Senator Gary Hart and former Republican Senator Warren Rudman will run for President of the United States of America in 2004. ASKING FOR ADVICES ON IMPROVING CONDITIONS AND BENEFITS FOR SOLDIERS AND VETERANS I hope people will e-mail feedback to me on these topics to kstremskyforpresident1@yahoo.com. I decided to write this section after watching part of the interview Washington Journal which is on C-Span had with Michael J. Bennett. He discussed the GI Bill. Michael J. Bennett wrote When Dreams Came True: the GI Bill and the Making of Modern America. Congress should pass a law that says that for each year a person serves in the United States Military the person should be able to obtain a year of college or graduate school free at any college or graduate school that accepts federal funds. The free year of college or graduate school should include tuition, room and board, meals, books, and school fees. Students should be allowed to attend Ivy League schools that accept them as well as other colleges and universities. College educated Veterans probably pay more in taxes than non college educated Veterans during their working years. College educated Veterans may be most of our country's leaders in the future. Soldiers should be allowed to transfer the educational benefits they obtain to brothers, sisters, sons, daughters, grandsons, and granddaughters. The transfer should be allowed to take place while the soldier is alive. The transfer should be allowed to take place if the soldier dies. Congress may want to consider allowing a soldier to transfer the soldier's educational benefits to a husband or to a wife. Congress may also want to allow a soldier to transfer educational benefits to a non family member if the soldier dies. The payments to the colleges, universities, and graduate schools should come from federal tax revenues. A GREAT IDEA MENTIONED IN THE NOVEMBER 25, 2002 FORBES ON PAGE 128 "Military Service-Aaron Scott: Allow people whose weight and age do not fall within military guidelines an opportunity to serve their nation in a noncombat role. Wouldn't it be best to have a first-class computer programmer in the Army- even if he is, say 43 years old and 45 pounds overweight?" SOME MILITARY ISSUES We should pay our soldiers well, train them well, and treat them well because we would not have as many blessings if soldiers did not make sacrifices for our country. Our soldiers should have better living conditions. The Secretary of Defense should work with the Veterans Administration to make sure that Veterans obtain high quality health care at Veterans Hospitals. If the United States of America does not treat our Veterans well, people will probably not want to enlist in our military. The Department of Defense and the Veterans Administration should help homeless Veterans improve their lives by helping them obtain, shelter, food, clothing, and jobs. I think the "proposal to require" "some veterans" "with incomes as low as $24,000 to pay" "a $1,500 annual deductible to use Department of Veterans Affairs hospitals and clinics" is a very bad idea. I read about the proposal on page D7 of the February 23, 2002 Union Leader. The Federal Government might want to place the $1,500 annual deductible on some Veterans who make more than $40,000 a year. Congress should pay businesses to build at least 200 hundred bombers similar to the B-52 bomber discussed on page 13A of the April 24, 2002 USA TODAY. Our special forces should be greatly expanded. Sun Tzu discusses the importance of spying in The Art of War. Spying reduces the chance of war, increases the probability that a country will win a war, and increases the probability that a country will understand another country's point of view. Human intelligence is more important than high tech intelligence. The United States of America does not place enough importance on this fact. The Iranian hostage crisis might not have happened if there had been more spies in Iran. Our country should have at least one more Coast Guard Academy similar to the one in Connecticut. Our country should have at least one more Army Academy similar to West Point, at least one more Naval Academy similar to Annapolis, an done more Air Force Academy similar to Colorado Springs. Congress should build and fund military academies in many States that will teach students in grades 7 thru 12. Students who attend the academies should not have to serve in the military after graduating from these academies. Students should not have to pay for tuition, room and board, books, and other school related expenses at these academies. Congress should pay these expenses. Congress should increase funding for ROTC programs and junior ROTC programs. The selective service should be eliminated and the draft should never take place again. No government should have the power to force citizens to fight for it. The government exists for the people. The people do not exist for the government. Women should be allowed to fight in combat positions. I realize that women who decide to serve in the military especially in combat positions may become prisoners of war. Homosexuals should be allowed to serve in the military. Homosexuals should be allowed to serve in combat positions. I think it is idiotic to keep people who are capable of serving in combat positions from serving because of their sex and/or sexual orientation. The country with the best warriors usually wins wars. Keeping the best people from serving increases the probability that a country will lose wars. The United States of America should have anti-ballistic missile technologies to protect itself and its allies. Rogue nations have nuclear weapons and an accidental launch of a nuclear weapon could someday take place. Our country should be developing technologies to destroy and/or deflect asteroids to keep them from hitting the Earth. We might want to work with other countries on this. Our country should be spending more money on the building of military space planes and other space weapons. Our enemies should watch the movie Tora! Tora! Tora! which is about the attack on Pearl Harbor and remember what Admiral Isoroku Yamamoto who attended Harvard University and commanded Japan's navy during World War 2 said after Pearl Harbor. He said "I fear all we have done is awaken a sleeping giant and fill him with a terrible resolve." A great book on military strategy is the Second Revised Edition of Strategy by B.H. Liddell Hart. I highly recommend General Samuel B. Griffith's translation of The Art of War by Sun Tzu which has the Foreword by B. H. Liddell Hart. A UNITED STATES OF AMERICA FOREIGN LEGION I read a very interesting Forum article by Peter Schweizer who is a research fellow at the Hoover Institution in the March 25, 2002 USA TODAY on page 15A with the title "A foreign legion could answer USA's military needs." The article said the United States of America might want to have a foreign legion similar to the French Foreign legion. A United States of America Foreign Legion might be a great idea because a Foreign Legion might help us gain fighting ability and intelligence our country would not otherwise have. I want Congress to create a United States of America Foreign Legion. CONGRESS SHOULD FULFILL ALL ITS ARTICLE ONE, SECTION EIGHT WAR MAKING POWERS. Article One, Section Eight says Congress and not the President of the United States of America has the power "To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations; To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water. To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years; To make Rules for the Government and Regulation of the land and naval Forces; To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions; To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress." Congress does not fulfill its Article, One Section Eight war making responsibility when it passes a resolution authorizing the President of the United States of America to use as many land troops as the President of the United States of America feels like. I believe Congress should have declared War against North Korea before significant numbers of land troops were sent against Korea. I believe Congress should have declared War against Vietnam before significant numbers of land troops were used against Vietnam. I believe Congress should declare War against Irag before significant number of land troops are used against Iraq. I believe Congress should declare War against Iraq. MILITARY TRIBUNALS Citizens of the United States of America who are not part of the United States military should not be tried by military tribunals. Our country should make sure that citizens of other countries are treated fairly because if our country does not treat citizens of other countries fairly our citizens will probably be treated badly. Congress should have the power to say when and where military tribunals may take place. Congress should be allowed to say who may not be tried by military tribunals. Congress should have the power to veto decisions made by military tribunals. The United States Supreme Court should have the power to veto decisions made by military tribunals. Article One, Section Eight of the United States Constitution says Congress has the power "To constitute Tribunals inferior to the supreme Court;" "To define and punish Piracies and Felonies committed on the high Seas, and Offenses against the Law of Nations;" "To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;" Article Three, Section Three says "Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court. The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted." MILITARY TRAINERS DIVISION Congress should create a Military Trainers Division because the United States of America should benefit more from the vast experience of its Veterans in a family friendly way. The Military Trainers Division may increase the likelihood that our country will win future battles and decrease the probability that our soldiers will die in combat. I think many soldiers die in combat and in training exercises because they were not trained as well as they should have been. Members of the Military Trainers Division should be former members of the United States military. Members of the Military Trainers Division should be able to work part-time or full-time. A member of the Military Trainers Division could work less than 10 hours a week. A member of the Military Trainers Division could work one day in one month and not work again for several months. Members of the Military Trainers Division could help train current soldiers, ROTC members, and junior ROTC members. Members of the Military Trainers Division should not have to serve in combat. Members of the Military Trainers Division should be allowed to serve in combat. Members of the Military Trainers Division should not have to train people outside of the United States of America. Members of the Military Trainers Division should be allowed to train people outside of the United States of America. Former special forces personnel and former non special forces personnel should be asked to apply. DEPARTMENT OF HOMELAND SECURITY I am glad the Department of Homeland Security will be in charge of Airport Security. The Department of Homeland Security should supervise government employees and/or private companies. Airport security personnel should be paid at least $12 per hour. The Department of Homeland Security should have a Homeland Security Intelligence Agency that will have former and current members from the FBI, CIA, INS, and NSA. The Homeland Security Intelligence Agency should also have former military intelligence personnel, current military intelligence personnel, former special operations military personnel, and some current special operations military personnel. The Counterterrorism unit of the FBI should be part of the Homeland Security Intelligence Agency. Congress should create a National Police Force that has 200,000 or more officers. The National Police Force should be part of the Department of Homeland Security. The National Police Force should have several special forces units. The National Police Force could have people who used to be in the military, people who used to be state cops, and people who used to be local cops. The National Police Force could work with the FBI, CIA, and NSA. Congress should create several National Police Force Academies that can train National Police Force Officers. The National Police Force Academies could also provide training for state police officers, local police officers, and members of the military. I believe it is necessary and proper for Congress to create a National Police Force because the Federal Government should be better able to enforce federal laws. The National Police Force should not be allowed to enforce State laws and local laws because of Amendment Ten of the United States Constitution which says "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." I am glad the Coast Guard will be part of the Department of Homeland Security. An Air Guard which will do some of the same things that the Coast Guard does should be part of the Department of Homeland Security. I read about the idea for an Air Guard in a letter to the editor in the September 17, 2001 Union Leader on page A11. Several National Guard units should becoem Homeland Security units. I hope that Congress will ask former Senator Gary Hart, former Senator Warren Rudman, retired Army Colonel David Hackworth who has the website http://www.hackworth.com and retired General H. Norman Schwarzkopf to advise Congress on improving Homeland Security and National Defense. Retired Army Colonel David Hackworth also has a Sunday colum in which he discussed homeland security and national security. THE ART OF WAR BY SUN TZU The Art of War by Sun Tzu translated by General Samuel B. Griffith says how conventional wars and unconventional wars should be fought. The following excerpt comes from pages 82, 83, and 84 of this work and I believe the advice will decrease the probability that our country will ever fight again the way we did in Vietnam. "24. Now there are five circumstances in which victory may be predicted: 25. He who knows when he can fight and when he cannot will be victorious. 26. He who understands how to use large and small forces will be victorious. Tu Yu: There are circumstances in war when many cannot attack few, and others when the weak can master the strong. One able to manipulate such circumstances will be victorious. 27. He whose ranks are united in purpose will be victorious. Tu Yu: Therefore, Mencius said: 'The appropriate season is not as important as the advantages of the ground; these are not as important as harmonious human relations.' 28. He who is prudent and lies in wait for an enemy who is not, will be victorious. Ch'en Hao: Create an invincible army and await the enemy's moment of vulnerability. Ho Yen-hsi:...A gentleman said: 'To rely on rustics and not prepare is the greatest of crimes; to be prepared before-hand for any contingency is the greatest of virtues.' 29. He whose generals are able and not interfered with by the sovereign will be victorious. Tu Yu:...Therefore Master Wang said: 'To make appointments is the province of the sovereign; to decide on battle, that of the general.' Wang Hsi:...A sovereign of high character and intelligence must be able to know the right man, should place the responsibility on him, and expect results. Ho yen-hsi:...Now in war there may be one hundred changes in each step. When one sees he can, he advances; when he sees that things are difficult, he retires. To say that a general must await commands of the sovereign in such circumstances is like informing a superior that you wish to put out a fire. Before the order to do so arrives the ashes are cold. And it is said one must consult the Army Supervisor in these matters! This is as if in building a house beside the road one took advice from those who pass by. Of course the work would never be completed! To put a rein on an able general while at the same time asking him to suppress a cunning enemy is like tying up the Black Hound of Han and then ordering him to catch elusive hares? What is the difference? 30. It is in these five matters that the way to victory is knowm. 31. Therefore I say: 'Know the enemy and know yourself; in a hundred battles you will never be in peril. 32. When you are ignorant of the enemy but know yourself, your chances of winning or losing are equal. 33. If ignorant both of your enemy and of yourself, you are ceratin in every battle to be in peril.' Li Ch'uan: Such people are called 'mad bandits'. What can they expect if not defeat.?" VIETNAM One. Congress did not declare War against Vietnam. Two. Our country forced people to fight for us in a foreign land via the draft. Three. We did not allow our troops to win when we sent them into battle. Four. We called the troops we forced to fight for us baby killers while they were in Vietnam and baby killers when they got back. Five. For many years, our country did not care about the harm that Agent Orange did to many of our soldiers. Six. For many, many years our country did not care about the mental health problems that many of our Vietnam Veterans have had. MY OPINION OF PEOPLE WHO ARE ABLE TO VOTE AND USUALLY DO NOT VOTE On January 25, 2003, I wrote "A constitutional amendment would be required to deny people who are able to vote and usually do not vote their rights guaranteed by the Bill of Rights. I will not deny people their rights without a constitutional amendment. I think hell is more likely to freeze over than this amendment is to be passed. I think Congress might create a Selective Service for Voters." The following is on my Response to 17 November 2002 commentary entitled 'AN OPEN LETTER To Al'QA'EDA ..and all their supporters worldwide' which you may view on the website of The Green Papers which is http://www.thegreenpapers.com. You may read the negative feedback I received from it on The Green Papers. "I hope Americans who were allowed to vote in the general election in 2002 and did not vote will someday realize that they spit on all the graves of all the soldiers that have died fighting for our liberties and all the graves of the people who died on September 11, 2001. I hope someday you unpatriotic Americans realize that you cause our Republic more harm than all the terrorists in the World. Someday, I hope that people who are able to vote and usually do not vote will be treated as pariahs by government and by society. If you do not like the people who are running for elective office, get off your butts and run for office yourselves. Freedom will not continue to exist in our country if people do not fulfill their citizenship duties and make sacrifices. Rome went from being a great Republic to a deranged empire under Caligula and Nero." The following is on the Second Followup to a November 18 2002 Vox Populi on The Green Papers. "If people do not like the candidates who are on the ballot, they should write in the name of someone they do like or none of the above. Usually I vote for the lesser of two evils. Sometimes, I write in the name of someone I do like. When you do not vote, you say you do not care about our soldiers. When you do nt vote, you say you do not care about your liberties and the liberties of others. For several years, I have advocated putting none of the above boxes on ballots and if a none of the above box obtains more than fifty percent of the votes cast for a particular position, another election should be held and the people who received fewer votes than none of the above for the particular position should not be allowed to participate in the special election. It is possible to find out how many people could have been eligible voters on election day. You only have to know a person's age and whether a person has been denied the right to vote because of legal reasons. You can then track people over time to see whether they showed up on general election day or sent in an absentee ballot. I have no problem with people doing what you did in the 1980s when you "walked into the voting booth, closed the curtain, and opened it up again without pulling a single lever for any candidate on the entire ballot! Every office up for election in my Election District that particular First Tuesday after the First Monday in November got at least one less vote than the total votes eventually cast for each office on the ballot ... my own "non-vote" that day, thus counted (because my "non-vote" actually showed up numerically in the final tally of the voting!) People who do what you did that day are showing that they care about our soldiers and our liberties because they show up on general election day. My problem is with the people who are unwilling to show up on general election day or send in an absentee ballot. A person could send in an absentee ballot with none of the above written in for each office. I think it is productive in our Democracy to say that people who are unwilling to show up on general election day or send in an absentee ballot spit on all the graves of all the soldiers who have died fighting for our liberties and all the graves of the people who died on September 11, 2001. When government knows it can get away with infringing on civil liberties, it is more likely to infringe on civil liberties. When government knows it can get away with corruption, it is more likely to be corrupt. When members of congress know they can get away with passing a Resolution authorizing the use of force when a Declaration of War should be necessary. Congress is not likely to fulfill all its Article One, Section Eight War making responsibilities. When people do not show up on general election day or send in an absentee ballot, they say they do not care about the previous things. If a person has shown most of the time that the person does not care about the person's civil liberties and the civil liberties of others, I do not think there is anything wrong with the government and society not caring about the person's civil liberties." NATIONAL SERVICES ADMINISTRATION I hope Congress will create a National Services Administration which will have a Secretary of the National Services Administration. The National Services Administration would have benefits similar to the Military Trainers Division I discuss on my website. People who are 13 years old and older would be able to apply for short term and long term assignments. Some assignments would last a day. Some assignments would last months. People who work for the Natiuonal Services Administration would help to improve our schools, libraries, rural hospitals, and other things. They would help to renovate schools, libraries, hospitals, and housing controlled by the Department of Housing and Urban Development. The National Services Administration would help create and update the free federal education websites that I want the Federal Government to create. Any person who has internet access would be able to use the federal education websites at no charge. The websites would help teach reading, writing, speaking, foreign languages, k-12 subjects, college subjects, and graduate school subjects. INTELLIGENCE OPERATIONS The National Security Agency should be run by a Director of National Intelligence who will report to the Secretary of Homeland Security. The National Security Agency should be part of the Department of Homeland Security. The FBI's counterrorism unit should be part of the Department of Homeland Security and its boss should be the Director of National Intelligence. The CIA should be part of the Department of State and the Director of the CIA should report to the Secretary of State. Military Intelligence Operations should continue to report to the Secretary of Defense. The Director of National Intelligence should be able to access CIA intelligence and military intelligence information. THE COAST GUARD The Coast Guard is one of the most important components of homeland security. The Coast Guard often saves the lives of many people at sea. The Coast Guard helps keep dangerous cargo from entering our country. The Coast Guard helps keep illegal drugs from coming into our country. We should have another Coast Guard Academy similar to the one in Connecticut on the West Coast. We should increase the budget of the Coast Guard significantly. We should increase the number of ships in the Coast Guard significantly. We should increase the number of personnel in the Coast Guard significantly. I added the following to my blog in February 2003. "I would like the budget of the United States Coast Guard to be at least $30 billion a year. It is now less than $10 billion a year. The United States Coast Guard helps keep drugs and many dangerous things from coming into our country. The United States Coast Guard is one of the most important components of homeland security and it is still not being given as much priority as it should be given. The Department of Homeland Security will not do us much good if the budget of the United States Coast Guard is not increased significantly. It is too easy for terrorists to get harmful cargo into our country. Increasing the budget of the United States Coast Guard will decrease the probability that terrorists will harm us. Increase the budget of the FAA. Continually modernize its air traffic control systems. Hire more air traffic controllers. If we do not continually modernize our air traffic control systems, I believe we will have many more plane collisions and plane crashes. Air traffic controllers should continue to be federal employees because they are an important part of homeland security. I am glad baggage screeners became federal employees. I think it would be incredibly idiotic to contract out air traffic control work after making baggage screeners federal employees. Two. Have at least three Sky Marshalls on each large plane. Three. Put devices on many large planes that will help protect them from surface to air missiles. Four. Have military helicopters patrol many airports. Five. Have surveillance planes patrol many airports. THE NAVY I hope we will have at least 1000 ships in the Navy in the future. I hope we will have more aircraft carriers, submarines, battleships, cargo ships, cruisers, destroyers, and other ships. I hope many of the ships will be stealth ships. CARGO SHIPS FOR TRANSPORTING EXPORTS AND IMPORTS Congress should fund the building of many large cargo ships in the continental United States of America and have the ships transport many of our goods to foreign countries and import many goods from other countries. We should continue to allow ships not made in the United States of America to export goods from our country and import goods from other countries. SELECTIVE SERVICE FOR VOTERS Congress should create a Selective Service for Voters. Men and women starting at 18 years of age should have to register with the Selective Service for Voters. Men and women should have to keep the Selective Service for Voters up to date with their home addresses and their mailing addresses. If a person does not vote at least fifty percent of the time in national general elections which take place every two years, the person's name should be posted in newspapers and the Internet under Deadbeat Citizens. A person should not receive government loans until the person's voting percentage is above 50 percent. A person should not receive government aid of any kind other than Social Security, Medicare, and Military related benefits until the person's voting percentage is above 50 percent. Social Security payments and Medicare payments should never be at risk for any reason. Only health related excuses should be accepted for why a person did not vote. I DO NOT ADVOCATE MAKING VOTING MANDATORY. I DO NOT ADVOCATE MAKING NOT VOTING A CRIMINAL OFFENSE. I do advocate that people who are able to vote and usually do not vote should be treated as pariahs by government and society. Amendments Four, Five, Six, and Eight of the United States Constitution are often infringed by the Federal Government because not many citizens fulfill their responsibilities as citizens. I believe people have a responsibility to vote, write letters to members of Congress, and run for elective office. I do not believe in mandatory national service. I do not support the draft because I believe no government should have the power to force people to die for it. If more people do not value their freedoms a lot more than they do now, many more freedoms will be lost. Many freedoms have been lost in the name of security. The first election that should be counted toward this law is the 2004 election because ex post facto laws are not constitutional. Thanks to the people who voted for me on September 10 in the Republican United States Senate primary. I received more than 2000 votes. I did not spend any money on television advertising, radio advertising, and newspaper advertising. My campaign received little coverage in New Hampshire. I voted for Congressman John Sununu for United States Senate in the general election. I voted for him because I knew he was the best person running in the general election. I disagree with him on abortion and many other issues. Life is full of surprises. The better you are prepared for surprises the more enjoyable that life is. The people who win unconventional wars are often those with the best perception capabilities, deception capabilities, preparation, perseverance, calculated risk taking abilities, and resourcefulness. The better you know yourself, your opponents, and the mistakes that other leaders have made the fewer mistakes you will probably make. Support opponents when that is the right thing to do. Improve on the ideas of opponents when that is the right thing to do. Go against opponents when that is the right thing to do. Our country should not be discriminating against homosexuals in the military. If many of our best soldiers are homosexuals, they should be allowed to serve in combat and noncombat positions. Our country should not be keeping women capable of serving in combat from serving in combat. I hope Senator Max Cleland of Georgia will run for President of the United States of America in 2004 as a Democrat. I had hoped he would win the general election. My policy towards the creation of a Palestinian state in the Middle East changed while I was a student at the University of New Hampshire more than a decade ago. I took an art course that dealt with significant women in history and I looked at the story of Abraham's two sons Ishmael and Isaac in an entirely new way.
