The mission of Hui Kako`o `Aina Ho`opulapula is to ensure our people return to the 'aina. We shall create opportunties for self-sufficiency and the freedom to plan one's future. We do this by advocating for the rights of applicants and by seeking accountability of trust assets.

THE PACIFIC AMERICAN FOUNDATION -- The Pacific American Foundation (PAF), formed in November 1993, is the only national organization dedicated to improving the lives of Pacific Americans by helping them to help themselves. The PAF partners with local communities, support agencies and funding organizations to collaboratively develop and conduct programs that make a difference in the quality of life of Americans who trace their ancestry to the indigenous peoples of the Pacific islands - American Samoans, Chamorros, Fijians, Maoris, Native Hawaiians, Tongans and Tahitians.

Rice vs. Cayetano

The case brought by fifth-generation Hawaii resident Harold "Freddy" Rice challenged the state of Hawaii's process of electing OHA trustees. Rice asserted this procedure violated the 14th and 15th Amendments which established the "one-person, one-vote" principle barring the government from denying the right to vote "on account of race, color or previous condition of servitude." In 1996, a Federal District Court ruled against Rice and this decision was upheld by the Ninth Circuit Court of Appeals. It found OHA's voting restriction was "not primarily racial, but legal and political." Mr. Rice, with the support of "Campaign for a Color-Blind America," has appealed the Ninth Circuit's decision to the U.S. Supreme Court. The case was heard by the Supreme Court on October 6, 1999. The adverse decision in the Rice vs. Cayetano case is having far-reaching effects on all Native Hawaiian programs -- from sovereignty initiatives to ceded land revenues. It is imperative that Native Hawaiians understand what is at stake...and the ramifications of this decision to the future of the Hawaiian people.
