Official league rules SUPERIOR HOCKEY LEAGUE OFFICIAL LEAGUE CONSTITUTION AND BY-LAWS The Superior Hockey League (SHL) is a free, absolutely not for profit organization of people who simply love the game of hockey and want to try their hand at building a club capable of winning a championship.The games will be played out by the league commissioner (currently Ken Roberts), using the computer hockey simulation APBA Hockey 3.0. The season will be 84 games long,unbalanced schedule,with 4 games being played per week for each team. (If the commissioner cannot play games on a certain day, he shall give all members at least 12 hours advance notice). LEAGUE ROSTER MANAGEMENT I. Free agents We no longer use free agency. II. Trades A. You can trade any combination of players and rookie draft picks up to a certain deadline in the season set by the President. However, please be advised that all roster moves including free agents are subject to a review by the President, who has the authority to nullify any trade involving injured players or that is upsetting to the competitive balance of the league (i.e. Mario Lemieux for Tony Twist). B. All trades must be emailed by both parties to Commisioner to be effective. III. Rookies Annually, when a new player data disk is released by the APBA game company or by a group of APBA gamers, a draft of players not previously on a season disk, along with players not currently on the roster of any SHL teams will be held, commonly known as the "rookie" draft. This draft will be until all teams have 35 players, and the order of drafting will be determined by reverse order of finish. Any picks for the draft may be traded. Teams will be allowed no more than 35 players on their roster, and must cut down before drafting each round. IE: if I have 35, and want to draft a player, I must release a player. No limit on # of goalies, defensemen, or forwards. IV. Game Lineups As many times as you wish, you may send in your team's lineup to the commissioner. This must be in APHComm .prf format and have the following information: Scratched players 4 forward lines 3 defense pairings Starting goalie 2 power play units 2 penalty kill units Your team's forecheck and shift numbers. V. Please be advised that you are only allowed to have 18 skaters and 2 goalies active. VI. All GMs must run their teams by themselves. A GM cannot let another GM in the league run their team for them. The Comissioner can replace for injuries, if you will be out of town. VII. A GM can only have one (1) team. VIII. Beginning with season 3, no more than one person will be allowed to run a team. Assistant GM's are no longer allowed. IX. All GMs must keep in contact with the commissioner or they will be considered inactive and will have their franchise revoked. X. If you are leaving town please let the Comissioner or President know. LEAGUE ADMINISTRATION A. The commissioner. Appointed by the President, the commissioner's job is to simulate the games using APBA and send game reports to the league members in a timely manner using either e-mail or the web page. Ken Roberts is the current comissioner. B. The President. Elected by the owners,The President handles complaints,suspensions of owners for unsportsmanlike conduct or neglect of team, league rule changes, and has the final say on all league matters. Ken Roberts is the interim President. C. Director of Player Personnel-Is responsible for communicating all transactions to the league membership in a timely manner. ARBITRATION In the event that one owner files a formal complaint regarding a player transaction or conduct of another owner and a compromise may not be reached, both parties will be subject to an arbitration committee made up of the President and one representative from each division. The arbitrators' decision is binding and may NOT be appealed E. THE FINAL SAY In most cases the President will have a meeting or survey of the Board of Governors for ideas and their opinion in making changes, but in the end the President will have the final say in all matters if a decision cannot be made. F.LEAGUE RULE CHANGES All rule changes require a majority of owners in favor and approval by the President. If there is a Presidential veto, the rule can still be passed if all other owners in the league approve it. League rule changes can be proposed at any time by any owner. REGULAR SEASON A. The regular season will be 84 games long . The league shall be divided into Canada and United States divisions, along geographical lines. PLAYOFFS A. The playoff seeding format will be as follows: the top 4 teams in each division qualify. Seeding will be 1 vs 4 and 2 vs 3, the winners play the division finals,the division final winners will advance to the Lemieux Cup finals. The series will be best of 7, 2-2-1-1-1 format, with the team with the best record getting home ice advantage. B. In the event of a tie in points, the following criteria will be used to determine final standings: 1) Most wins 2) fewest losses 3) Head to Head record 4) Best Division record 5) Best Road record 6) Best home record 7) Most goals scored 8) Fewest goals allowed 9) one game playoff, with home ice decided by a drawing C.
