Being the sole representative from Sri Lanka in World Journalists’ Meet held in Delhi,  I met  Rajiv Gandhiji, some months before his death. He gave me a private interview and thereafter we exchanged letters.

1984 - 1995 Staffer of the Sunday Observer, unarguably the largest selling English newspaper of Sri Lanka, being engaged in editing, reporting, feature-writing, involving in all aspects of the newspaper craft

1995 –1997: Ran a private concern for printing my own books as well as others on contract which involved editing proof-reading etc. plus DTP work

1997 –1998: Successfully ran for 1 ½ years from April 21,1997 my own newspaper titled: “News News News” on the Internet enjoying a hit rate of over 24,000 throughout the world at the time of closing down.

Then again reverted back to book writing, book printing as well as DTP work

Nationality: Sri Lankan by birth. Living  in India since July 15, 2000 having fled Sri Lanka after writing and publishing a book titled: “Good-bye Chandrika. 

 

I have completed six years of unbroken stay in India On July 15, 2005, I became  qualified to apply for Indian citizenship under Citizenship Act of 1955. However, I did not make a formal application yet except writing  to the Secretary to the Government of India, Ministry of Home Affairs and also to Delhi Commissioner of  Police  of my becoming qualfied to make an application.

 

First, I  went to Singapore and then to Malaysia and from there came to Chennai by plane on a  visa. In Tamil Nadu like a normal refugee, I registered with the police on 10 – 08 –2000 at G-2 Periamet police station in Chennai and  continued to stay in India but went to State Human Rights Commission in Tamil Nadu seking better facilities.

 Letter on my Citizenship

Dear Sir.

                        Intimation of my being qualified for Citizenship

 

I arrived in India with a valid visa on July 15, 2000 at Chennai airport by an Indian airlines flight from Kuala Lumpur and registered myself as a refugee at G2 Periamet Police Station in Chennai - 03, on 10.08.2000. Since then, I have been staying in India unbroken, exceeding five years, qualifying me to apply for citizenship under Section 5(1)(e) of the Citizenship Act of 1955.

 

May I be permitted to cite 16C of the Citizenship Rules of 1956:

(2)Application  under sub rule (1) shall not lie unless the applicant-

(a)   (a)    is of full age and capacity

(b)   (b)   has either resided in India or has been in the service of  a Government of India, or partly the one and partly the other, throughout the period of 12 months immediately preceding the date of application

(c)    (c)    has during the seven years immediately preceding the said period of 12 months, resided in India or been in the service of a Government of India, or partly the one and partly the other, for period  amounting in the aggregate to not less than four years

(d)   (d)   has an adequate knowledge of a language specified in the English schedule in the constitution.

However, I feel somewhat constrained to make a citizenship application

 immediately because of the clause (d) given in the immediately preceding

 paragraph coming under (2) of 16C of the Citizenship Rules of 1956 but hope to

do so in due course.  Your views in this connection is highly appreciated.

 

 

On my written request for refugee registration, Inspector of Police and Officer-in-charge of G2 Periamet Police Station, Chennai, registered me as a refugee on

10-08-2000, a copy of it (P1) is attached hereto.                                                   

                                                                

For my being Sinhalese, I was not accommodated with Tamil refugees due to

 security reasons nor was I given any state assistance which normal refugees   

are entitled. They were at least given a place to stay and some stipend in order to

 make them gradually stand on their feet.

 

I brought this pathetic situation to the notice of the State Human Rights

 Commission, Tamil Nadu, (Chennai) who went through my case and gave an

order on 16/06/03 to the Secretary of the Government of Tamil Nadu Public

 Department, Chennai to take a decision on my case. However the Secreary/ Public could not accommodate me in a Tamil Refugee camp nor was he able to make any alternative arrangement to settle me in Tamil Nadu. Hence he asked me not to visit his office any more. The order of the State Human Rights Commission of Tamil Nadu  is attached here to (P2).

 

While in India I printed and published two books namely: "Buddhism back to God” and “Scientists confirm imminent world destruction” and they are found in website:  http://www.geocities.com/kreethkala  in which host of other documents are also accommodated. I have been an author of several more books.

 

For my living, I help a few university students  to write their dissertations and theses in English by way of upgrading and improving them. Also, I teach English.  Being experienced for over fifteen years in editing, reporting and in all aspects of the English newspaper craft, I am somewhat competent to handle such  jobs.

 

A few of my plus points are added here to strengthen my case further in order that you may grant me suitable facilities to continue in Delhi before making my

 application for citizenship registration.

Author Journalist Keerthi Kelegama had pioneered in the field of internet journalism in Sri Lanka being the managing editor of an Internet weekly magazine : “News News News” since April 21, 1997. He also ran a daily Email paper  with the same title.

            Originally being attached to the “Sunday Obsever” and “The Observer”, Keerthi had experience of editing, reporting, feature-writing and in all aspects of newspaper craft for a long period of time.

            “The Pravada” English monthly magazine wrote the following headed:” Price of free expression” in September 1992: “When the Free Media Movement started its campaign two months ago, its most active participants were journalists from English newspapers. The state controlled Lake House press responded to the Free Media Movement with typical Lake Housean smear campaign. A journalist from the Observer however had the courage to join the media movement and participate actively  in its campaign. He addressed number of rallies in Colombo and other cities.

            ‘Keerthi Kelegama, the journalist in question, is according to reports, in trouble. He may or may not be penalized for his rare courage. Yet the very fact of calling for explanation is clearly an intimidation by the management. The cruel irony of Kelegama case, is that this journalist  spoke for the freedom of expression, the implication is that talking of media freedom is punishable offence at Lake House – the leading agit-prop agency of the state.”
