::::UPDATE::::
I decided to use UnrealED (Unreal tournament editor) to design a base. I think it turned out pretty well, but I didn't do much on the interior. Here's 3 pics of the base, some rocks, and some palm trees. I would have done the whole island if I was any good at working with the terrain in UnrealED, but I suck, so I didn't do it.

This is a pic of the front of the base, The circular area on top is where the turret goes, facing the beach. The front door is right below the turret. Also on the right side you can see the ramp coming up from the rear. I think it's pretty obvious what the sniper tower is, and there's a ladder so you can get up there.
This is the rear, the big open door on the right is where the gate would be, the switch is inside to open it. Also, you can clearly see how crappy the palm trees look. You can also see the rocks out front, and the beginning part of the ramp that was in the first pic.
This is a top down view of the base, the rocks, and the trees. The square area on top of the base (light grey) is the banshee spawn and the hole just above that is a ramp heading down inside the base. From this view it's easy to tell that I didn't do anything to the terrain or add any sand if you compare it to the original concept (the paint picture).
