Applications can be developed for windows mobile 5.0 with Visual Studio 2003 / eVC++4.0 ( free ) / Visual Studio 2005

To test the application there is something called Windows Mobile 5 emulator where the program can be tested.

Here you can find a application to enquire about available bluetooth devices : http://www.pocketpcdn.com/forum/viewtopic.php?t=7800 runs with eVC4.0 and Pocket PC 2003 SDk

There are some sample applications at http://www.broadcom.com/products/bluetooth_sdk.php  which also require Pocket PC 2003 SDK for testing.
