DEFINITION OF TERMS
********************
Franchise -- corresponds to a KHL team.
Owners -- consists of the GM, Coach and all others associated
with a franchise.
GM -- person responsible for roster changes of a franchise.
NOTE: only this person's confirmation will be accepted
for trades and other managerial duties.
Coach -- person responsible for the construction of team
lines/goalies.
Pro Team -- these are the players with which a coach can use to
form an active roster. There is a limit of 25 players
including injured players. Injured players from the pro
team can not be moved to the farm team.
Farm Team -- these players can not be used by a coach.
Players on the farm team have a random chance of increasing
or decreasing their abilities.
Reserve Roster -- A Place to store excess players
Active Roster -- the 20 players who will play in a game.
Lines -- there are 18 line combinations that need to be
Constructed by the franchise coach. There are 3 sets for
each of the following categories: 5 on 5, 4 on 4, 5 on 4,
5 on 3, 4 on 5, 3 on 5. The format for sending lines to
the league office is located in a different document.

A. CODE OF CONDUCT
********************
1. Each Franchise GM is expected to respond to all trade inquiries
as soon as possible.
2. Except where other matters make it simply impossible, each owner is
required to respond to certain infrequent official business such as
allstar balloting/award voting.
3. Each owner must inform the league of any change of address or of any
significant absenses.
4. Every Franchise owner is expected to manage his team professionally and
in particular to promote the longterm well-being of his team.

B. LEAGUE PLAY
**************
1. The league uses Fantasy Hockey League Simulator from Batesoft to
run its games. A thorough knowledge of FHL is not necessary to participate
in KHL, however, it is helpful.
2. There are currently 20 teams who play an interlocked unbalanced
schedule. Games will be played daily by the Commissioner at 8:00PM EST.
"Boxscores" of all games played will be sent to all franchise owners and posted on the
KHL website. There will be a 86 game schedule.
3. The franchise GM is responsible for conducting the roster movement
business of the franchise. This involves negotiating trades, moving
players between the pro team and the farm team, and conducting drafts.
4. The franchise Coach is responsible for determining a team's active
roster and for sending in lines and goalie rotations to the Commisioner.
5. The waiver rule will be implemented. Please refer to Section G regarding
the constraints involved.
6. If a injury should occur, a message will be posted to the mailing list and website
explaining who was injured and for how long. The coach will be responsible
for sending in new line-ups to accomodate the injury. If no update is
submitted before game time, the commissioner will use his knowledge to
add the "best" player(s) to the line-up of the injured team.
7. An all-star game will occur around game 42-43.

C. TRADING
************
1. Trades may only involve players/draft picks and Future considerations.
However they may consist of any number of players in any combinations.
The League offices will not rule on any external factors unless
sufficient proof of wrong doing is provided. Teams have a duty to
provide all information necessary to a GM to analyze a trade. This
includes the injury status of all players involved. However, once a
trade is finalized, it is assumed that all GMs have full knowledge of
the status of the traded players.
2. Trades are made by submitting e-mail to the League offices. When
the second confirmation is made, the player proceeds to his traded team.
All GMs involved have to ensure that the trade is finalized and
that confirmations can be submitted promptly by all parties before
submitting confirmations. Also, line changes will be required whenever
a trade confirmation is submitted.
3. After a trade new players are sent to the farm team. If you wish
them to be on your pro team you must send a request to the commissioner.
4. The League Commissioner reserves the right to veto any trade if, in
the belief of the commissioner, the trades violates the spirit of
competition and goodwill of the league.
5. Trading deadline is at the 80% mark of the schedule. The Commissioner will inform everyone when the time approaches.

D: LINE CHANGES
*****************
1. Changes must be in by the time the game is to be played. You may want
to send them early, due to network lag and possible confusion due to time
zone differences.)
Note: The League Commissiner is located in the NST time zone. Here is a
chart of time zone differences from NST:

2) Send all line/roster changes with subject "KHL Changes" and all goaltender
changes with subject "KHL Goalies" (line/roster changes may also be sent with
"KHL Lines" or "KHL Roster")
3) To make a line change, send the changes ONLY (in point form if possible)
to the league commissioner. If changes are great, or you wish to send many
line changes, please use the format defined in Lines Format.
Example (of line change in point form):
Put M. Recchi on RW 5 on 5 Line 2
Put P. Housley on RD 5 on 5 Line 3
Make S. Burke starting goaltender for game against Detroit then put
Vernon back in for the game against Montreal.
NOTE: Please send only one set of line changes between games. If you think you
might make another trade, or for any other reason, change the lines again
before the next game, then don't send the lines until you are sure there
will be no more changes.
4. The GM Editor is readily available and should be download for conducting line changes.

E. PLAYOFFS
*************
1. The top eight teams in each conference make the playoffs. The first place team will play the eighth place team, 2nd plays 7th, 3rd plays 6th and 4th play 5th. The highest advancing teams will the play the lowest advancing teams in the following rounds. Every playoff series is a best of seven game series. Conference champions will face each other for distinguished honor of having their name engraved on the Toe Blake Memorial Cup.

F. PROTECTION/DRAFT

EXPANSION DRAFT
****************
- Rounds 1 and 2 will be for drafting of goalies
- Each team can protect 1 goalie for the first round.
- Goalies must have at least 10 Games Experience
- If a team loses a goalie in round one, they can protect a second goalie
in round two. This is so each team will not lose their # 2 and #3
Goalies. No one team can be left with less than two goalies.
- For the rounds 3, 4, and 5, you can protect 10 players at any position
excluding goalies. No goalies can be drafted in rounds 3-20
- One team can only lose a maximum of 2 players in the rounds 3, 4, and 5.
- In rounds 6 through 20, each team can protect 5 more players.
- No one team can lose more than 5 players in the full expansion draft. But
this does not include goalies.
- After 20 rounds have been done by the expansion teams, the unprotected
players return to the teams that left them unprotected.
- The remaining rosters spots will be filled with a entry draft
- Players with less that 10 games experience and less than 4 years of KHL experience are
not eligible to be claimed. This is so teams will not lose farm prospects.

ENTRY DRAFT
************
- This draft will include all 20 teams.
- Draft Order will be as follows:
1 - The first round will be a lottery Draft
2 - Order of drafting for round one will be determined after conclusion
of regular season
3 - Round 2 onward will be Reverse Overall Standings Order
- Number of rounds in draft is 5

G. WAIVERS
*************
1. When a player is moved from the pro team to the farm team, he must
first pass waivers. The waiver priority order consists of the overall
standings in reverse order. A team must decide to acquire a player from
waivers before their next game. A player acquired on waivers will
procede to a franchise's pro team roster only upon all lower ranked
franchises passing on their option.
2. Each team must send an e-mail to the commissioner regarding whether
they wish to acquire a player from waivers. If a team claims a player on
waivers he is sent directly to the teams pro team.
3. If the Claiming team does not have room on their pro roster, then the GM
will have to make room, either by way of trade, or by sending a player to the
farm team (that player will then will have to pass waivers).
4. Released players becomes avaliable to be claimed by the other teams.
5. If the released players goes unclaimed, then he reports to the Free Agent
List.
6. If a player on waivers is not claimed in 24hrs, he is assigned to
his designated farm team.
7. Players called up from the farm to fill in for an injured player can
be sent back to the farm without having to go through the waiver process.
8. Players called up from the farm to fill in for an injured player can remain
with the pro team and play in the teams gams until the injured player reaches
100% in Conditioning. If the injured players returns to the line-up, then the player
in question must be returned to the farm team immediately to avoid waivers.
9. Players can be called up during the regular season and play up to 10
games and then be returned to the farm without having to go through the
waiver process. Once they reach the 10 game mark, the waiver process will
be implemented.
10. The Commissioner MUST be informed of any and all call-ups and be informed
of any and all players being returned to the farm. Failling to do so, will result
in the player in question becoming waiver eligible.
11. These rules will be implemented after game 5. At this time, the
GM's will hopefully have a feel for who they wish to be on the "PRO ROSTER"

H. DISPUTE RESOLUTION/ABRITRATOR
**********************************
Where two or more teams are in dispute over some matter, like a trade,
and these rules do not cover the matter in dispute, the league has
successfully used the following procedure for resolution of the
problem:
1. The Commissioner will ask an anonymous owner to act as Arbitrator
with the teams in dispute having the right to request that certain
owners not function as Arbitrator.
2. Each team makes its case to the Commissioner.
3. The Commissioner communicates the relevant facts to the Arbitrator
and gives the Arbitrator a list of possible decisions.
4. The Arbitrator makes a decision and communicates it to The
Commissioner without having to offer any justification for the
decision.
5. The Commissioner communicates the decision, which is final and not
subject to further negotiation, to the owners.

The following Trophy is awarded based on voting by KHL Board Of Governors:
- Lester Pearson Trophy (Outstanding Player)
The following Trophies are awarded based on KHL Commissioner Vote:
- Conn Smythe Trophy (Playoff M.V.P.)
- All-Star Game M.V.P.

J. RESERVE TEAM
*****************
1. Reserve Team is a place to store excess players.
2. GMs can place players on the reserve roster, when their farm team contains
20 players. If a Farm Team contains less than 20 Players, then players CANNOT
be placed on the reserve roster.
3. Once a player is moved from the reserve roster to the farm team, he CANNOT
be placed on the Reserve Roster again for the current season.
4. If a Player is on the Farm Team, He CAN be moved to the Reserve Roster, but
he will have to go through the waiver process.
5. Players Eligible to be placed on the Reserve Roster are:
i) Players obtained in a trade
ii) New Drafted players from Entry Draft
iii) Placed before start of season
6. Players CANNOT be moved from the Pro Roster to the Reserve Roster.
7. Teams with more than 20 players on the Farm Team will have to move the
excess players to Reserve Roster.
8. Players on the Reserve Roster at the Trade Deadline, will be released from
their current team. They may either be re-entered in the draft or be retired
by the Comissioner.

K. ROOKIE STATUS
******************
1. A Rookie is a player who has little or no KHL Playing Experience.
2. A Player will be considered for Rookie Honours my metting the following
criteria:
(1) Played less than 20 games in Previous KHL Season (Skaters) and
less than 15 goalies
(2) Played less than 30 games in KHL (Skaters) and less than 20 Goalies
(3) Below the age of 26 years old

L. WAIVER DRAFT
*****************
1. All Teams can participate in waiver draft
ELIGIBLE
--------
1) 10 games played and under 32 years old
2) Less than 10 games played and drafted 4 seasons prior to the current KHL
season. i.e. We are currently in KHL11, so players drafted in KHL7 will be
eligible whether or not they have played any games.
3) Any player that meets the INELIGIBLE criteria but the GM does not wish to
protect him.
4) Each team must have at least 2 players eligible to be drafted. If a team
only has to protect lets say 18 players and the rest do not need protection,
then the GM has the choice of selecting 2 players from the protected players
or 2 players from the "NO NEED TO PROTECT" list has his 2 selections.
INELIGIBLE
----------
1) Those players 32 years old and over
2) Players under 32 years old and less than 10 games played and current
season minus draft season is less than 4
PROTECTED
---------
Each team can protect 20 players. Players at the age of 32 and over need
not be protected. These players do not count towards the 20 protected players.
Each team can lose a Maximum of 2 players or for every player claimed, you can
lose another player i.e. if you claim 3 players, you can lose up to 3 players, etc.

M. AGE PROCESS / RE-RATE
**************************
1. After each season an age program will be run to age the players. Players
have a change of increasing or decreasing in rating a value of no more than
six.
2. The re-rate option of HLS2 will be run and the GM can choose to players
to be re-rated. These players cannot be rated no more than 74 before the
re-rate is run.
3) RE-RATE / TRAINING CAMP --- The rules currently state that teams can send
2 players through the re-rate and 3 players through the training camp. But
like one GM stated, the teams that don't do so well doesn't have 2 players
worth re-rating. So I'm gonna give ALL GMs the choice of picking a
combination of 5 players for the re-rate and training camp. And NON-PLAYOFF
teams can have 2 extra training camps. But there are still limits. You can
still only pick a maximum of 2 players for re-rate, but you can have up to 5
training camps. The possibilites are:
0 re-rates, 5 training camps --> Playoff Teams
1 re-rates, 4 training camps --> Playoff Teams
2 re-rates, 3 training camps --> Playoff Teams
0 re-rates, 7 training camps --> Non-Playoff Teams
1 re-rates, 6 training camps --> Non-Playoff Teams
2 re-rates, 5 training camps --> Non-Playoff Teams

N. SUSPENSIONS
****************
1) Players accumulating 15-20 minutes of penalties in a game will be
suspended for 1 game.
2) Players accumulating 21+ minutes of penalties in a game will be suspended
for 2 games.
