The Personal Story of:
Karl and Gloria Ketter
Foster parents. It's something we'd given a lot of thought to or at least thought we had.  In 1995 we took NOVA training, did a homestudy, and became licensed foster parents.  After 6 months we took a placement that  required further training on our part, so we became treatment level foster parents. From then on we took the toughest placements DHS could give us, mostly teens, some girls and some boys. We were praised by social workers, judges, therapists, and many others with whom we worked closely with to give these kids what they needed most----stability,love, and a good home.
For five years our home was always full and SW's were always waiting for an opening in our home.  We were model foster parents and several SW's had given us written recommendations and suggested we even teach NOVA classes ourselves.  In 2000, we had 2 female placements, both treatment level. The youngest was 10 and the other 14, both with severe family problems and abuse.  The two got along well together though and we actually took custody of the oldest one since she wasn't sure she really wanted to be adopted.  We were approached about adopting the younger one and had really bonded with her and intended to adopt if the right child came along, so it was natural for us to agree to adoption of her.  Things were moving slowly with a TPR,etc. concerning this child, but in the meantime, the oldest , whom I'll refer to as J., got up one morning and told me my husband had molested her out of the blue.   This was the beginning of the end.
