| AIMS OF KILMARNOCK JUNIOR ICE HOCKEY CLUB (page 1)
Kilmarnock Junior Ice Hockey Club has been established to:
The Club's guiding principle is that the interests of the youngsters comes first and that the Club exists to provide support and a framework to both players and coaches.

Kilmarnock Junior Ice Hockey Club will endeavour to meet the aims of the Club by providing a safe, stimulating environment where Junior Ice Hockey can be developed in Kilmarnock and the surrounding areas. This will be achieved with the support of the Committee, Team Coaches , Team Managers, Teams, Parents/Guardians and Supporters. In doing so, the club will ensure equality of opportunity for all members, regardless of gender, religion, ethnic origin or nationality. *Amendment to constitution 24/9/03 "Membership is open to all and no application for membership will be refused on other than reasonable grounds. There will be no discrimination on grounds of race, occupation, sex or religious , political or other opinion."

Acceptance and Registration
Having been accepted by the club for registration as a player by a club official, the player/parent /guardian will be asked to sign a registration form, a medical form and present two passport-sized photographs, together with proof of date of birth (usually a photocopy of a Birth Certificate or Passport). These forms will be forwarded to the Scottish Ice Hockey Association, so that the player may be registered with the Club.
Until these forms have been signed and the appropriate membership and insurance fees paid, the player will not be allowed to train or take part in any games. Players will then take part in two trials at practice sessions to establish their ability. After their acceptance by the Club, players will be required to wear complete protective equipment, as listed below, when participating in training or games. No players will be allowed either onto the ice or in the bench area without complete protective equipment.
The minimum equipment required by the Club is as follows:-
Players purchasing new equipment should note that the preferred team colours are black helmets and black shorts.
Each year players require to submit two passport sized photographs and fees. A photocopy of their birth certificate or passport is only needed when a player joins the Club - not each year, with appropriate registration and insurance fees, for Club records.

The SIHA Licence ,which is the property of the SIHA, is held by the Club and is the responsibility of the Registration Secretary. If a player requires the Licence for trials/training, the players must seek permission from the Club before the Registration Secretary releases the Licence.The Licence must be returned to the Registrations Secretary as soon as possible after the trials etc.
If a player wishes to leave the Club they should advise their Team Coach. who will arrange for an SIHA 'release form' to be signed by the Registration Secretary. A player will not be released from the club unless all fees are paid up at the time of release , and all Club equipment has been returned. A player may not play for another Club in a game unless the Secretary of the other Club has applied in writing to the Secretary of this Club and also has obtained permission from the SIHA.
Players must also obtain permission from the Club to train at another Ice Hockey Club. If a player trains without permission, they will be disciplined or asked to leave the Club.
Fees
Club fees are worked out in two ways:
1. A membership fee is charged on top of the Registration and Insurance fee at the point of registering. This fee will be set by the Committee.
2.Operating fees will be charged monthly, as set by the Committee and in advance. These fees will cover all operating costs incurred by the Club and will be under constant review subject to the financial climate prevailing at all times.

The fees will be paid over a 10- month period , commencing September to June, with no fees collected during July or August. There will be no reductions for holidays, lack of ice, etc. Fees are due on the first training session of the month. All fees due in a month must be paid by the last training session of the month, or players will not be permitted on the ice to train or play in games.
It is important to note the following:
Paying any fees , whether they be registration fees or operating fees, does not guarantee anything at all with regard to ice time (game ice). The only guarantee which can be given is that all members will be given a fair and reasonable chance at all times.
The only guideline which the Club will apply is when there are challenge matches organised It would be expected that these matches will be used to bring on the players who are less proficient, irrespective of the match score.
Venues
Home games are played at the Galleon Centre, Kilmarnock.
Training session take place primarily at the Galleon Centre, Kilmarnock. Additional ice is used at The Magnum, Irvine and Harvies Leisure Centre, Stevenson. Training times will be posted on the Notice Board and are issued to individual members on a monthly basis.
Punctuality
Alterations to game times and to training times will be notified in advance and should be strictly adhered to. Players, if kitted , should arrive at least 15 minutes before training, or at least 30 minutes if not kitted, or at the discretion of their coach. Players should arrive 1 hour before matches.

Any player not ready for training session or match may not be able to participate, and persistent lateness could result in a player being barred from the Club activities.
Ice Time
Players may, on some occasions be invited to train with older age teams . They will be given advance notice and only those invited may participate. It is also Club policy to invite younger players to 'play up' in games of the older age groups. The two age group Coaches of the players concerned will make this decision alongside the player and will be consulted and approve of the player 'playing up'. Players are chosen on merit. i.e. their ability, effort and good team working. The Coaches will be responsible for monitoring their progress, ensuring that BURN OUT of any player is avoided.
Team Selection & Travel
Players selected to play for a team will be given advance notice prior to the game. If a player is unable to take part, the Team Manager or Team MUST be informed immediately, and certainly no later than the morning prior to the game taking place. Their place on the team may/can then be given to another Club player. Players are required to report at the time and place stated on the team sheet, with full equipment. Parents/guardians (or responsible adult named by parent/guardian) must accompany a player to all games unless permission for their absence has first been given by the Team Manager in charge.
Once on the coach, or other mode of transport, all members and guests are under the jurisdiction of Club Officials, however it is the responsibility of parents/guardians to ensure the good behaviour of the players on team buses and in the rinks before and during games.
All persons travelling with the club, must at all times act in a manner which does not endanger themselves or any other passengers , or other members of the public, e.g. when travelling on a coach, passengers must remain seated at all times, the throwing of missiles such as cans or bottles is strictly prohibited, as is excessive noise, which is liable to distract the driver of the vehicle. Under no circumstances will alcohol be permitted on any mode of transport furnished by the Club.

Luggage/Kit bags and sticks must be placed in the storage compartment of the vehicle and must not be brought into the seating areas. Any litter must be cleared from buses before arrival back at the Galleon Centre after an away game.
Refreshments
Whilst some rinks have catering facilities for refreshments after a game, it is the responsibility of the parent/guardian to provide the player with sufficient food and drink for the journey. Failing this, they should ensure that the player has sufficient funds to be in a position to purchase their requirements either at rinks, or at the stopovers en route. It is advised that players receive a sufficient meal before travelling to games. It is advised that no heavy meal be consumed within two hours of a game.
Health & Safety
Parents/guardians of all players are required to complete an emergency medical form when they join the Club. This form is not for general scrutiny, and will be filed by the Registration Secretary. A copy will be carried by the Team Manager to games for use by the Medical Authorities , should the need arise.
IMPORTANT NOTICE : Unless the Club has been notified in writing to the contrary, the Club will assume, in the unlikely event of a player requiring emergency treatment THAT NO OBJECTION OR RECRIMINATION will be made to the administration of said first aid. Wherever possible, a trained first aider will administer first aid, The Club or its officials cannot be held responsible or liable for any injury or repercussions that may result from any injury or first aid treatment.
General Health
It is the responsibility of the parent/guardian to ensure that a player participating in training or games is fit to do so. Any ailments should be reported to the Team Manager or Team Coach prior to participating in any game or training sessions. Any player or official suspected of being under the influence of drugs or alcohol will not be allowed to participate.

Water Bottles
This is a small but very important piece of equipment. Ice Hockey is a very physically demanding sport and the players sweat profusely during games and training. It is therefore important that they replenish the fluids lost. The club insists that every child has their own water bottle and that , on the grounds of health and safety, players SHOULD NOT share water bottles.
Rink Protection
No practice or game may take place without the protection of nets in place around the rink. All adults in attendance at the rink during these times may be asked to give help in putting up or taking this protection down. In the interests of safety, it is recommended that all spectators remain behind the netted areas of the ICE RINK. Neither the Galleon Centre nor the Club will be held responsible for any injuries incurred due to the notice being ignored.
Drugs in Sport
Drugs in sport is something that is very high profile at the moment. The Sports Council, along with Ice Hockey Authorities, intend from now on to carry out random drug testing of any, or all competitors in the sport. With this in mind it has become necessary to include some detail regarding this subject.
Any drug which is banned, but is prescribed by a Medical Doctor-A covering letter must be provided, to be lodged with the SIHA, as per Chapter 7.1 of the book, "Competitors and Officials Guide to Drugs and Sport" (COGDS).
The club will provide advice on request, as is practicable, with regard to legal or illegal medication. However the real onus is on the player or parent/guardian to inform the Doctor or pharmacist prescribing the drug, that he/she competes in organised sport which is liable to a drug testing regime.
The SIHA would like it noted that, by signing the registration forms, you agree to abide by the rules as laid down by them. This includes an agreement to allow a drug test to be performed.

This subject , by its very nature, is contentious. However, the Club do not have any real choice in the matter, and as members of the Association, we must comply with their wishes with regard to this. What we can do to help allay the fears of the members is to stipulate the format by which a drug test would take place.
Any or all drug tests carried out , will be done by the methods and procedures as set out in the book, 'COGDS' , as published by the UK Sports Council, Section 3.

Discipline
During the game or training session all instructions given to players by the Senior Coach, Team Coach or team Manager must be complied with. During training sessions, all players must respond to the Coach's whistle or command. Any player who does not comply with the Coach's commands will be asked to leave the ice for a set period of time. (A persistent offence is hitting the puck after the Coach has blown the whistle). If the offender persists, the player will be suspended or expelled from the Club.
During a game , any query regarding a decision made by a Referee or Linesman can only be conducted through the Team Captain. Any Alternate Captain or Bench Coach. The Club will take a serious view of any players or parents/guardians conducting themselves in such a manner so as to bring the Team, Club or Sport into disrepute.

The Club will not tolerate bad language, spitting or unseemly gestures at spectators, opposing players or Officials or Games Officials before, during or after a game. Offenders may be asked to leave the Club.
The Club has the power to suspend or expel a member if it is considered to be in the best interest of the Club.
Any person wearing Club uniform or representing the Club will be disciplined if they bring the Club into disrepute.
Off the ice, all members will be the responsibility of their respective Team Managers, or any Official of the Club. Any action which could bring the club into disrepute shall be dealt with as either Gross Misconduct or Misconduct as deemed appropriate.
Responsibility shall pass from Manager to Coach once the player enters the changing area and will remain as such whilst the players are either on the ice or on the bench . For reasons of safety, the Coach's decision shall be final at the time of issuing the instruction. However, if the person deems the instruction unreasonable, he/she will act under protest and submit an appeal in writing within 14days of the dispute, to a club official.
Once off the ice, responsibility will pass again to the Team Manager or other club officials.
Team Officials
The Coach has overall responsibility for the players' conduct and performance on the ice. The Club designates the Managers/Coaches for the teams. These are the ONLY adults permitted in the dressing rooms, or the team bench areas, either during games or training.
Rink Conduct
Whilst the training sessions or games are in progress, those not participating should conduct themselves in an orderly manner. Once dressed, they should immediately vacate the premises leaving the dressing room in a tidy condition. It is not permitted to use sticks or pucks in the rink spectator areas or the changing room areas.

No equipment should be left unattended outside the changing rooms. Only Club Officials are authorised to open changing rooms. Only Club Officials and players are permitted in the changing rooms. One parent may enter the changing room to assist with dressing the younger players (U12). No player should attempt to go onto the ice without the permission of the team coach or Team Manager in charge. No player is allowed to leave the ice /bench area without the Team Coach's permission.
As previously indicated , parents/guardians should notify the Coach /Team Manager if a player will not be attending training.
No player will be allowed to train unless they are a Club member or have an application pending with the Club.
At no time during either training or games is it permitted for parents/guardians or spectators to approach the players' benches, stage area , or any Club Official. neither should any player. Team Coach or Team Manager be approached or distracted during training or games. Any designed communication with a player or Club Official should be made through he player's Manager. Any approach to a Club Official should be made away from the dressing rooms or bench area.
Failure to note and abide by these guidelines could result in a player and/or parent/guardian being asked to leave the Club.
Notice Board
Members and parents/guardians are requested to make use of the Notice Board located in the Galleon Centre Ice Rink.Notices and adverts are for keeping members and parents/guardians informed of developments within and outwith the Club- please remember to check the Notice Board whenever you call in at the rink.
Sponsorship/Advertising
All sponsorship will be co-ordinated on behalf of the Club. No member of the Club may be individually sponsored without permission of the Club. No logos may be displayed on a player's kit without permission of the Club.

Personal Data held on Computers
The Secretary, Treasurer and Team Managers may maintain basic information about each player on personal computers in order to administer the Club registration, finances and each team. This information is typically,

Personal health information submitted on health forms is not stored on computer. Under the terms of the Data Protection Act, small clubs and Societies do not have to register the information they store provided that they inform their membership of their activity and that the members do not object.
If you have any objection to your personal information being held on computer, please write to the Club Secretary stating your objection and your information will be removed from the Club's computers.

Structure of the Club
A chart showing the structure of the Club is overleaf.
However, we have to realise that although the Club is set out as indicated, with the amount of work which needs to go on to enable us to carry out our function, there will obviously be many times when other persons will be asked to assist.
Indeed, some people come forward and volunteer their own services, and these people are to be thanked most sincerely for all of their contributions.
Let us remind all members that there are many ways that you could have some input into the running of the Club beyond what you might see or surmise.

The Aims and Mission Statement of the Club are outlined at the beginning of this Handbook. The roles and responsibilities of all involved in achieving the Aims are as follows:-
The Players
To enjoy taking part in Ice Hockey by contributing positively to the team spirit and to learn and develop at his/her own level.
Responsibilities of the player include attending all on- and off -ice training sessions and games (wheree possible);following instructions given by coach or team manager; ensuring his/her safety; maintaining a responsible attitude at all times; ensuring he/she brings all required kit to training sessions (on and off ice) and games.At appropriate age groups, ensuring adequate funds available; if desired, becoming involved in the committee.
The Coaching Staff
To encourage a team spirit and to develop all players in their respective age groups by ensuring that a training programme is structured in such a way that each player can reach his/her full potential through weekly training and off-ice activities.To maintain discipline in accordance with the Club's Regulations.
Responsibilities of the Coach include attending all on and off ice training sessions and games (where possible) ; assessing players and monitoring their progress; ensuring general care, supervision and direction over the playing interests of all players; conducting regular parents/guardians meetings.
The Team Managers
To manage team requirements before, during and after a game, maintaining discipline in accordance with the Club's Regulations.
Responsibilities of the Team Manager include attending all on and off ice training sessions and games where possible; support for coach; overall line of communication between players, parents/guardians, coach and committee; team strips and socks; First Aid box; water bottles; arrangements for parental supervision during travel (up to U16s).

The Parents/Guardians (at appropriate age groups)
To support their son/daughter in his/her interest in the game of Ice Hockey.
Responsibilities of the parent/guardian include attending all games and where possible all training sessions (on and off ice); ensuring that son/daughter has adequate funds available for fees, equipment, travel, refreshments or meals; attending coach's meetings; if desired , becoming involved in the committee.
The Committee
To promote, govern and improve organised Junior Ice Hockey in Kilmarnock and the surrounding areas by maintaining overall responsibility for the management, operation and activities of the Club. The committee is elected annually by the members of the Club and represents the composition of the members.All members are actively encouraged to become involved in the committee.
Responsibilities of the committee include establishing effective channels of communication with the members and team officials; representing the members and team officials on relevant issues and topics; making decisions ; collecting fees; fund raising and sponsorship; ensuring the Club spends money correctly; presenting clear and accurate information; liasing and communicating with other Clubs and organisations; arranging training sessions (on and off ice) and games (home and away, tournaments , etc.); ensuring transport requirements are met. maintaining discipline policy.
Roles and responsibilities of individual committee members are available on request.

Grievance Procedures
In the event of an appeal, the format for such shall be as follows:
The appeal shall be made only in writing.
The appeal shall be made within 14 days of the date of the offence, and shall be directed to any Committee Member, who shall record the application.
Any grievance relating to a decision made by a Coach must be directed to the relevant Team Manager, for him to try to resolve. In the event that the complainant is still not satisfied, he/she has a right of appeal to the Club Committee.
Any grievance relating to a decision made by a Team Manager shall be directed to a Committee Manager to try to resolve. In the event that the complainant is still not satisfied, he/she has a right of appeal to the whole Club Committee.
The Club Committee must respond to the appeal in writing, within 14 days of receipt of the appeal, advising all relevant parties of the decision.
The Club Committee's decision is final.
Punishments defined
Misconduct Verbal warning shall be given.
Second offence Written warning shall be given
Third offence Second written warning shall be given, the person shall be advised of Gross Misconduct if any other offences are committed.
Persistent Offences Will be treated as Gross Misconduct
Gross Misconduct will result in any or all of the following:
A one game ban, up to a maximum of six games. Ban dependent on the nature of the offence.
Gross misconduct can also result in a permanent ban from the club.
Any penalties imposed are in addition to any which are imposed by the SIHA under it's disciplinary programme.
Persons aged 16 or over, and parents/guardians of those under 16, will be liable for any financial penalties or costs of damage sustained.
Constitution
1. Name
The club shall be called Kilmarnock Junior Ice Hockey Club(hereinafter referred to as the Club).
2.Objectives
The objectives of the Club shall be to promote , organise and participate in Junior Ice Hockey in the Kilmarnock District, and to develop its member's personal ice-skating and hockey skills.
3. Membership
3.1 The membership shall consist of the following categories:

Non-playing members
Honorary members
3.2 Each category will be defined as:
3.2.1. Playing members
Anyone defined as a player by the SIHA Bye-laws. In signing a Siha form , a player is bound by the SIHA's bye-laws throughout their playing career.
3.2.2 Non-playing members
Non-playing members are defined as those involved in the management, coaching and administration of the respective teams and may include players, parents or guardians.
3.2.3 Honorary members
Any person whom the membership of the Club agree deserves the Honour.
3.3 Membership Fees
Membership fees shall be set by the Committee giving due regard to the ongoing financial position of the Club as a whole, and are due payable monthly in advance.
3.4 All members joining the Club shall be deemed to accept the terms of this Constitution and any Bye-laws published from time to time by the Club.
3.5 SIHA Rules/Bye-laws
A copy of the SIHA Rules/Bye-laws will be held by the Committee Secretary for perusal by members on request.
4. Management
4.1 All affairs of the Club shall be conducted by a Committee which shall consist of the officers of the Club. This Committee shall meet on a regular basis.
4.2 The officers of the Club, who shall be honorary, shall consist of a Chairman, Vice Chairman. Treasurer, Secretary, Fixtures Secretary, SIHA Liaison Officer, Match Day Secretary and Fund Raising Secretary, who shall be elected annually at the Annual General Meeting. If the post of any officer should fall vacant after such an election, the Committee shall have the power to fill the vacancy. Any officer may hold more than one post.
4.3 All Committee members shall be members of the Club.
5. General Meeting
5.1 Annual General Meeting
The Club shall hold an Annual General Meeting on the first Tuesday of June to :
5.1.1 Approve the minutes of the previous year's AGM.
5.1.2.Receive reports from the Chairman and Honorary Secretary.
5.1.3 Receive a financial report from the Honorary Treasurer and approve the Annual Accounts . This shall include the auditor's report.
5.1.4. Elect the Committee.
5.1.5. Approve Coaches for the coming season.
5.1.6 Consider changes to the Constitution.
5.1.7.Appoint Auditors for the Club's accounts.
5.1.8. Deal with other relevant business.
5.2 Extraordinary General Meetings
An Extraordinary General Meeting shall be called by an application in writing to the Secretary supported by at least 30% current members of the Club. The Committee shall also have the power to call an Extraordinary General Meeting by decision of a simple majority of its members.
5.3 Notices
At least 30 days notice shall be given to all voting members of any General Meeting.
5.4 Voting
5.4.1. With the exception of changes to the Constitution, decisions put to a vote shall be resolved by simple majority at General Meetings.
5.4.2. The Chairman of the Club shall hold a deliberative as well as a casting vote. In the advent of the Chairman's absence this right shall pass to the Vice-Chairman.
5.4.3. A voting member is defined as one whose annual membership fee is up to date and owes no outstanding money to the Club.
5.4.4. Voting rights for those members under 16 years of age will become the responsibility of the parent or guardian of the child, entitling the parent or guardian to vote.
5.5 Quora
The quorum at general Meetings shall be two-thirds members present although proxy voting is permissible. The quorum for Committee Meetings shall be four members.
5.6 Changes to the Constitution
5.6.1. Any changes to the Constitution shall require a two-thirds majority of those present and eligible to vote at a General Meeting
5.6.2. Notice shall be given to all voting members of any General Meeting as specified in 5.3 and then any proposal to change the Constitution shall be sub,submitted in writing to the Secretary at least 15days prior to the meeting.
6. Break Away Club
Should any member or members decide to organise their own Club that is any way associated with or related to any ice activity that is organised by the Kilmarnock Ice Hockey Club , the said member or members must have their membership of Kilmarnock Junior Ice Hockey Club immediately terminated.
Any member or members of the Kilmarnock Junior Ice Hockey Club whose membership has been so terminated shall not have their membership renewed except under exceptional circumstances and at the discretion of the Committee.
7. Dissolution
In the event of a majority of the current membership agreeing to the dissolution of the Club, any equipment thereof shall be donated to the Scottish Ice Hockey Association Junior Development and any other assets remaining shall be sold off to the highest bidder and all proceeds donated to the Scottish Ice Hockey Association Junior Development.
