White ready-made frosting
Cake ice cream cones
1 bag "M&M's"® Brand Milk Chocolate Candies, with the red and blue candies separated out—or look for red, white and blue "M&M's"® Brand Milk Chocolate Candies, available at select stores

Frost a sugar cookie with white ready-made frosting. 
Place a cake ice cream cone upside down on top of the frosted sugar cookie.  
Frost the entire hat with white ready-made frosting. 
Decorate with red, white and blue "M&M's"® Brand Milk Chocolate Candies.
