Catagonia is a matriarchal society. Laws are reviewed and revised by the High Council which consists of the Matriarch, the Mate Rhy Ard, Royal Advisor, and the Head High Council representatives of the 3 continents. Representatives of the Dream Walkers, Shadow Walkers, Felinic Society, the Military, and the Civilian leaders are also included in monthly meetings.
Dream Walkers oversee the Felinic Society which includes P.A.W.S, C.A.T.S., and the Scratching Post. Included in this group are Priests, Bards, and the Arts. Shadow Walkers oversee the activities of the NaviKats, Avarian Force, and the Militia. Included in this group are Science and Medics.
