Smudge Effect
First, make a 200x200 image(or..any size you want). Then, put some color on the background! Any, it doesn't matter. Then, with the paint brush add a couple strokes. You can use any size. Make them a different color from the background.
Then, go to the Retouch tool, it looks like a hand. Use the settings below:
Then, set it on Smudge:
Start moving the brush over the picture and wall-ah! Be as creative as you want ;)
