| In early 2002, my wife, Penny, and I became aware of the plight of street children in the vicinity of Dumaguete City, Philippines. My wife was born in this city and later emigrated to Canada and subsequently to the United States where she pursued a career in civilian and military nursing. She retired from U.S. Army Reserves as a Lt. Colonel in 2000.I am a retired United States Air Force Major and had the privilege of serving in Taiwan, Okinawa and occasionally on temporary duty in the Philippines. After retiring from the Air Force, I was hired by the Federal Aviation Administration (FAA) and served in various positions before retiring from my last assignment as manager of the Las Vegas, Nevada Flight Standards District Office(FSDO)in May, 1994. In 1992, Penny and I adopted her nephew's three daughters, then ages 2, 3 and 7,after their mother died. We brought the children to Las Vegas in June 1994. In 1997, Jack and the children moved to the Philippines to provide the children a Philippine cultural experience among members of their extended family. Penny resided in Las Vegas until she completed requirements for military retirement until 2000. Moving to the Philippines posed no cultural difficulties for me because I had experienced living in south Asia. Our decision to become involved with abandoned, needy or street children sort of evolved from our initial interest to provide a youth recreational area in Batinguel, the barengay (barrio) in which we live. However, while contemplating this idea, friends called our attention to the situation of many abandoned children in the Philippines. These children resorted to banding together in order to survive by whatever means; stealing metal, parking motorcycles and cars, etc. Mountain View Child Haven Foundation(MCHF), Inc. was incorporated in the State of Nevada on June 7, 2002. A sister corporation, Mountain View Childhaven Foundation, Inc. was incorporated in the Philippines on November 12, 2002 and is located in East Balabag, Valencia 6215, Negros Oriental, Philippines. Mountain View Childhaven Foundation(MCHF), Inc. is a Tax exempt, Non-Stock, Non-Profit, Non-Denominational,Christian Corporation. The purpose of this foundation is to provide for abandoned or impoverished children, who have a burning desire to fulfill their dreams, a shelter and an opportunity to achieve those dreams. Our program provides selected children from entry ages of six to fifteen, the opportunity to enter the Foundation of their own free will and acquire, in a Christian atmosphere, the skills for integration into mainstream society. The children are invited to participate in the Foundation only after a thorough background evaluation by the MCHF Social Worker and the Manager in consultation with the Board of Trustees and the Department of Social Welfare and Development (DSWD) Field Office. The children are introduced to Christian values of worship due God. They are instructed about the requirements for discipline in society and the importance of respecting every individual, as Jesus commanded. The first few weeks for the children is a testing time when they determine whether they are willing to come under the authority of Foundation leadership and school teachers. The children are required to attend school and demonstrate a willingness to cooperate with teachers. Those children who repeatedly demonstrate an inability to leave their former lifestyle and adhere to the rules of the Foundation are informed by the Manager, after consulting with the Social Worker and the Board of Trustees, that their behavior does not meet minimum standards and they must leave the Foundation. Whenever it is necessary for a child to leave the Foundation, the DSWD field office is notified for possible placement in another facility. Present resources allocated to this project PERSONNEL: Manager, Tulip B. To God be the Glory! 12 Month Maintenance Twenty-four children: $16,000.00 12 Month Salaries Staff Salaries: $9,600.00 TOTAL ANNUAL EXPENSE: $25,600.00 SUMMARY The property is leased to Mountain View Childhaven Foundation, Inc., by Penny Washington for One Philippine Peso per annum. Once the Foundation secures support from other sources to meet its needs for one year, the properties will be donated to the Foundation at no expense to the donor. Essentially, to meet their goal, the Foundation needs fifty persons to pledge approximately 45 per month or one hundred persons to pledge $25 per month. However, looking forward to the future, the Foundation has sufficient land to build another dormitory or a Christian school for its children and other children who desire a Christian education. With this in mind, I now come to you with a plea for your prayers that we are able to acquire one hundred persons willing to pledge $20.00 per month. The excess money would be placed in our building fund for a two story classroom building that would cost approximately P3,000,000($65,500).
