Yup, folks - it's exactly as I described, eh? But do keep in mind - this is not what every toilet in Italy is like, but there are quite a few in the "public sector". Then again, Reggio Emilia (and the surrounding cities) are not heavily visited by tourists, etc., and so do not feel the pressure to establish more common "Western-style" toilets. If you visit and go to a restaurant, for example, you get the familiar home standard toilet. Hotels, etc., will have what you would normally expect, too. Most any facility in the bigger cities - i.e. Rome, Firenze, Venice - will be what you're used to at home. But public facilities are frequently the above accomodation.
