The drawing component of your portfolio is where you as the artist can use your skills to demonstrate the impact of a world without art.  First, think of all of the implications that would hold.  Would there be color, form, beauty?  Follow these guidelines to execute your drawing.
 

Paper:

You must use a minimum size of 11x14" and a maximum of 18x24" paper.

It can be any color or texture.
 

Image:

Your image needs to be an illustration of the "world without art".  Choose a place that is recognizeable to the general public and transform it by removing all traces of artistic design or influence.  For example, you could render Time Square in New York without all the touches of art that make it so special.

Think also about the inhabitants of the space.  The people will also need to be changed.  Clothing, jewelry, etc. are all art so you would need to highlight their absence in the scene.

Think about the emotional feeling this world would cause its inhabitants to feel.
