| Drafts are held in order to allow teams to fill and modify their rosters. The date of the First Draft will be determined by the commissioner after consultation with the owners. An effort will be made to keep the draft close to the beginning of the season, and not after the start of the season. The commissioner will also try to accommodate all owner input regarding the date; however, in the event that personal schedules conflict, the commissioner will use his best judgment to establish a date. The First Draft usually takes up most of an entire day. Location of the draft will be determined by the Commissioner and is usually held at the home of one of the owners. The First Draft begins with a brief awards ceremony for the previous year's Champion. The next order of business is selection of draft order for all participating teams. Draft order is determined by drawing lots. The person who draws the number one, drafts first in the first round and so on. Draft order is reversed after each round of the draft so that the last team in the first round will be first to pick in the second. Example: First Round 1-2-3-4-5-6-7-8, Second Round 8-7-6-5-4-3-2-1, Third Round 1-2-3, etc... The draft lasts 16 rounds so that all roster spots will be filled. After draft order is determined, the Commissioner is given some time to fill out various official documents necessary to recording the draft. Then the Draft begins. Each team has 10 minutes to make their pick in the first and second rounds, thereafter all picks are given 5 minutes. It is not necessary to use all the time allotted. If a team does not make a pick within the allotted time, then that pick may be made at any time thereafter, however, the next team scheduled may also make their pick. Time outs are liberally permitted to allow owners to attend to necessary business. To announce your draft selections, clearly state the name, position, and team of the player you wish to select. No player can be selected by more than one team. If the player you wish to select has already been taken, you will not be allowed to select the player. If there is something wrong with the player you have selected, such as he has been waived by the NFL team or been run over by a truck, you are stuck with him. Next time, do better research. You may ask other owners about the status of a player prior to making your official selection. The other owners may or may not be willing to assist you. First Draft expenses - At some point in the Draft (and perhaps at two points), a break will be called so that the participants can eat, usually barbecue or pizza. This food, and all drink consumed at the party, will be paid for by those in attendance and by owners who have a financial obligation from the previous year. Note: Quality food and drink is permitted but must be within reason. Example: A case of beer should not exceed $30. $100 bottles of wine will not be covered. The division of expenses should be as follows: Observers - Those not participating in the draft should pay for a portion equal their consumption. Care must be made that observers do not consume to the point that owners do not get their fill. If a shortage is likely, observers should be made to provide for themselves. Note: Observers should also refrain from disrupting the proceedings of the draft. Expansion Teams - Whatever the costs are after the observers have paid their portion, the expansion team owner will pay one share of the costs equal to the number of teams in the league. Example: An expansion team at a draft where there are 8 teams will pay 1/8th of the party costs. Existing Teams - Owners of teams that played the previous year will pay a percentage of the remaining costs after observers and expansion owners have paid their portion. See section XI below for more details. Unauthorized premature consumption - In the event that an owner begins consuming official draft day food or drink prior to the recognized start of the draft, said owner will pay for the entire package of opened food or drink. Once the owner opens a bag of chips, he must pay for the whole bag. If he opens a beer, he must pay for the entire six pack. The money will be applied to the overall cost of the draft so that lawful owners are not charged for the pilfered items. Supplemental Drafts - Supplemental Drafts are held so that teams may replace unwanted players with ones they feel will be more productive. There are Supplemental Drafts held after the 4th, 8th, and 12th weeks of the season. These drafts must be completed before the following week begins. The Commissioner will organize the time and location of the draft based upon what best suits the owners. Attendance at Supplemental drafts is optional, you can participate by phone or proxy if you wish. There are no (league sanctioned) refreshments served and no financial obligations involved in these drafts. The process for Supplemental Drafts are as follows: 1) First, each team may submit a list of players placed on Waivers. The Commissioner must finalize his list before accepting the list of any other team. Waivers lists are confidential until all waivers are reported. The Waivers list may only be submitted once per draft and can not be modified once it has been submitted. An owner may opt not to submit a waiver list, but then that owner will not be permitted to participate in that Supplemental Draft. Any player placed on Waivers is no longer property of any team and is eligible to be drafted during the Supplemental Draft. Waivers must be submitted to the commissioner no later than 30 minutes prior to the supplemental draft. Failure to submit a waivers list by that time will result in being excluded from the draft. 2) Once waivers are finalized, the Commissioner draws up the draft order based upon each team's place in the KFFL standings and based upon how many players have been waived by each team. Draft order in the first round proceeds in reverse of the standings. The team in last place picks first (if he has waived any players), the team in first place will be last in the first round. For subsequent rounds, draft order is flipped just as it is in the First Draft. Example: (#s reflect place in the standings) First round - 8-7-6-5-4-3-2-1, second round - 1-2-3 etc... Once a team has refilled its roster, it will no longer have draft picks and order proceeds to the next team in line. 3) Supplemental drafts will start promptly at the designated time. All other First Draft day rules apply to the Supplemental Draft. |
