II - THE RULES
Official rules can only be changed during the off season (after the end of the NFL regular season and before the KFFL First Draft of the season), except in cases of a unanimous vote, it is up to the Commissioner to allow such a vote to take place.  Scoring rules should not be changed after one month prior to the first draft.  Most rules may be changed by a majority vote of voting owners.  Some rules can only be changed with a nearly unanimous vote (unanimous minus 1).  Voting Owners consist of returning owners who played in the previous season.  New owners will automatically gain voting status at the end of their first season if they intend to return the following year.  Any dispute during the season regarding the interpretation of the rules will be decided by the Commissioner.   The Commissioner may, at his discretion, allow the owners to vote on such interpretations.

It is preferred that voting on rule changes take place during a live meeting in which voting owners can openly discuss the issues.  If, however, this is not possible, then ample time should be allowed for the exchange of ideas through e-mails, phone calls, message board discussion, etc...
