I - THE COMMISSIONER
The Commissioner, who is currently David A. Kilman, has many functions.  He organizes the Draft, officiates over all rule changes and league expansions, tabulates results, dispenses information such as results and rosters, collects starting lineups,
is the final arbiter of all disputes, and is an all around God like being.  He is, however, subject to all the same rules that other owners are subject to.  He can be removed in one of 3 ways: A) If he quits the league, a replacement must be elected by a majority of owners with voting rights.  B) He can be removed in an election challenge.  Such a challenge can only take place during the off season (after the NFL regular season is over, and before the KFFL First Draft of the season).  If 50% of the voting owners ask for an election, then an election will be held with the majority vote getter becoming the new Commissioner.  C) The Commissioner can be impeached at any time, including during the season, if all voting owners except the Commissioner vote for impeachment.  A new Commissioner would then be elected by a majority vote.
