Here Bush's parents are seen as members of the older psychoclass that regards drug use as a problem that needs beating with a belt. As we know, "beating" and punitive parenting CAUSE drug use--not the other way around. So this cartoon can be seen as a call for more violence against children so that more drug users can be created--so we can punish them..
