  Declares it the sense of the Senate that (1) not less than 50 percent of the food which the President has budgeted for Cambodia under the Agricultural Trade Development and Assistance Act of 1954 be made available to Cambodia; and (2) any such food be administered by voluntary agencies already established in Cambodia.

Provides that not less than 50 percent of the food commodities budgeted for Cambodia shall be made available in Cambodia for humanitarian purposes. Directs that such food be administered by voluntary agencies already established in Cambodia.
