I joined Indian Administrative Service in July, 1974, Maharashtra cadre. Working as a Senior Civil Servant since then. Have worked on various postings, discharging responsibilities of Planning, Implementations, Execution, Law and Order, Coordination and Monitoring and as a Judiciary Officer under several Acts.

Revenue Administration : land and forest management, law and order problems, natural calamities, district and regional planning, employment  guarantee, Regional coordination, protocol, election. In general, working as a representative of government in the concerned district or division.

 

Judicial work: The posts of Asstt. Collector, Urban Land Ceiling Authority, Collector, Commissioner, Settlement Commissioner included working as a judiciary officer under various Acts, such as , Land Revenue, Tenancy, Watan Abolition, Land Acquisition, Resettlement, Municipal Act, Urban Land Ceiling, Departmental Enquiries, Cr.P.C, IPC, Evidence Act and Bombay Police Act. 

Development Administration:  in the sector of agriculture, health, education, animal husbandry, social welfare, watershed management, industrial development, women welfare etc.

Industrial Development:  involving small scale industries, project formulation, district and regional level coordination of banks, regional industral planning, employment guarantee schemes, IRDP.

i)           As Collector, Sangli & MD, WMDC, I have successfully implemented a project for economic rehabilitation of Deodasis (nearly 150 Deodasis were given vocational training, Production centre and their own co-operative Society which is still running under the guidance of WMDC from Sangli and Kolhapur districts)

ii)           As Commissioner, Nashik and Settlement Commissioner, I have introduced complete office Computerisation, office systematisation and simplification of office procedure.

iii)          As Settlement Commissioner, I introduced computerisation of land records and maps.

(iv)         As first Director, NIN, I established a nation - wide network of naturopaths and prepared many policy papers on naturopathy for the Deptt. Of Health.

I give talks on AIR and TV.

 

 11           LITERARY WORK :

I write on current topics, administration, education, popular science, children’s literature I have nearly 300 articles and 5 books to my credit.

            i)A  series of 13 lectures on Atomic Physics on AIR.

ii)          My dessertation entitled “The Integrated Rural Development Programme for Women in Developing Countries : What more can be done? (A case study from India)"  was included as a chapter in the book “Women Development and Survival in the third World" edited by Haleh Afshar - Longman Publication U.K. (1989).<

iii)         Status Paper on “The Laws relating to land alienation to Scheduled Tribes” in Maharashtra. prepared  for Government of India.

iv) Towards Liberalisation : Issues and Challenges before Administration : IIPA 1996 - Competition essay.

v)          New Strategies in Education, 1986.

vi)         Relooking at a Historical Irrigation Model of Dhule District.

vii)        Has IAS become redundant - 1996.

3. Joint Secretary, National Commission for Women, (Government of India). 8/98 to 6/01.

The National Commission for Women’s Act of 1990 is meant for stopping violence and discrimination against women, carrying out necessary legal amendments for this purpose, carrying out studies, giving policy guidelines for economic, social and political empowerment of women, speedy redress to various types of grievances of women and a proper treatment to Jail inmates.  As Joint Secretary I helped the Commission and the Member Secretary in carrying out this mandate as also in routine administration. In addition, I undertook tours throughout the country and looked after the complaints, investigation and legal cell. I attended the UN meeting on CEDAW implementation.

 

4. Managing Director, Maharashtra State Farming Corporation, Pune   9/97 to 7/98

The Maharashtra State Farming Corporation holds 70,000 acres of land half of which is under sugercane.  The MSFC is thus, the biggest sugarcane grower in the whole Asia.  This is a commercial division and as Managing Director I looked after entire administration, production, future plans etc.

5. Settlement Commissioner, Maharashtra, 12/95 to 9/97.As settlement Commissioner and Director of Land Records I supervised the complete functioning of land records, land measurement, mapping, computerisation of land records, survey and settlement work of various types especially on the land acquisition and rehabilitation of project affected persons.  I was also incharge of training the shole staff of settlement department and revenue departments for computerisation of land records in all districts of Maharashtra including Mega cities and other municipal corporations.

6. Divisional Commissioner, Nashik 6/94 to 11/95  AND   Vice-Chancellor of Open University,  Nashik, 1/95 to 5/95

As Divisional Commissioner I was supervising the work of four collectors, CEOs and regional officers of all the departments of government in the division including such as DIG, Chief Engineers (PWD) and irrigation, Director, Health services, etc.  I was also Vice Chancellor of four district planning and development councils.  I also worked as Vice Chancellor of Nashik Open University for five months looking after the entire University administration, curricular development, future projects etc.            

7. Director, National Institute of   Naturopathy, GoI, Ministry of Health 12/90 to 4/94

Worked as Director of National Institute of Naturopathy, Government of India, Pune. I established a nation wide network of naturopaths and  prepared many policy papers for the  Deptt. on different issues in naturopathy.

8. Addl. Director and Director YASHADA (State Institute of Rural Development and Administrative Training Institute), Govt. of Maharashtra 10/89 to 11/90.

Incharge of entire training for rural development for government officers and NGOs and elected members of Panchayati Raj system. Also looked after the administrative works of the institute first as Additional Director and later as Director.

10. Managing Director, WMDC, (Western Maharashtra  Development Corporation  6/85 to 9/88

Incharge of  planning and designing industrial policy, working for promotion for large, medium, small and tiny industries, implementation of EPP, PSI and sharing capital participation schemes for promotionof industries in 9 districts.  Also ex-officio Member of the Regional Industrial Credit Policy of NABARD and other banks.  Also incharge of entrepreneurship development activities. As Managing Director I was also looking after the commercial production of four prestigious owned ventures namely:

i) Maharashtra Scooters - Producing Priya Scooters

ii) Abhijit Samaya Darshika - assembling HMT watches

iii)Chitali Distillery - then the largest distillery in Maharashtra producing industrial alcohol

iv)  Devdasi rehabilitation project- for economic rehabilitation of 150 devadasis.

 

11. Collector, Sangli, 1/84 to 6/85.

Entire revenue, magistrial and municipal administration of the Sangli distgrict.  Also acted as Court under various Acts.  Ex-officio Member-Secretary of  the district planning and development council and hence, responsible for overall planning for the district and coordination among various district level implementing agencies.  Also ex-officio Joint Director, Industries, responsible for promoting Industrial Development.  Also ex-officio Chairman of the District Rural Credit Policy for the banks and for monitoring, the loan under IRDP.  Also incharge of entire planning and implementation of employment guarantee scheme under which during lean seasons work force of nearly 80,000 unskilled labours had to be supplied with work.

12.       Chief Executive Officer, Aurgangabad , 4/81 to 3/82

In charge of all developmental activities to be implemented through the decentralised pattern of village, taluka and district level elected bodies.  The functional areas were agriculture, animal husbandry, education, health, family planning, social welfare, IRDP, DPEP, Minor irrigation and Water Management and Road and Building works in the district. Chairing banker’s coordination on Rural credit.

Implementation of Urban Land ceiling Act, declaration and delienation of surplus land and planning urban facilities on the surplus land.
