The Vachitane is the name given to the collection of Minotaur villages that border the Wastelands. They are all small communities that operate a policy of collective security - thus one ambitious neighbour may decide to seize one village...and then finds himself confronted by the entire Minotaur army.
The Vachitane does not hold much territory, and frankly, it is happy with what it holds. It has to fight hard for what it has, against those that see them as just malignant monsters or easy prey and against the various pillagers from the Wastelands. Thus it does not wish for more to try to hold.
The Vachitane does not have one sole leader except in times of war, when a mighty veteran warrior is elected leader of their armies, and a proven statesman is elected to organize the country so that the general has the most support and resources possible. The statesman also negotiates any and all alliances, truces and other diplomatic events during this period.
In peacetime, the villages are semi-autonomous, although their first responsibility is to the Vachitane. They farm the soil to a certain extent, although many of the younger herd-members go abroad to serve as mercenaries. The Vachitane acknowledges this and negotiates to get a proportion of the mercenary fee from all that do so.
