CARTHAGE

Carthage is a land where most men fear to tread, primarily due to the rather strange ideas of the people there, who firmly believe and accept female supremacy and superiority. The women maintain complete control of the country, with all males being slaves used for menial labour and in harems for the more important women.
The actual running of the country is done by a mixture of a monarchic/imperial system, thus there is a female head of State (simply called the Queen), to whom all the regional leaders (Governors) report to. The Queen has ultimate authority in all matters, but the Governors handle the more day-to-day issues. Advisors to the Queen suggest taxes, policies and other erastian duties, but the Queen decides all. She may pick her advisors and governors from whomsoever she wishes, although naturally the unspoken assumption is that they must all be female.
Many of the Carthaginians are trained in a mixture of war and magic, to varying degrees. Although Carthage does not have a large standing army, it's citizens provide large numbers of mercenaries to the guild and to those wishing to risk hiring them outside the guild. This means that few wish to invade Carthage, as the large numbers of experienced mercenaries could prove a dangerous opponent indeed.
When in war, both genders fight - the men as lightly armed massed infantry, the women as the heavier armed and armoured shock troops and cavalry that are the best troops in the country.
