The 2nd Independent Cluster of the Dragon's Teeth Mercenary Division was founded by Major Douglas Kelly. Kelly originally served as a test pilot for New Storm Manufacturing, an undercover think tank created by Victor Steiner-Davion and Theodore Kurita (without the knowledge of eithers' father) in early 3052. The two decided that the best way to upgrade their forces for the upcoming battles was to pool their resources. New Storm was created to hide the depth of the military connections and included Kuritan engineers, Commonwealth scientists, and defected Free Worlds technicians. A concession to Richard Steiner placed the unit in the Lyran half of the Commonwealth (though he knew not exactly what it was when he demanded the funding to go to the Lyran half of the empire). Sadly the installation was destroyed in the Jade Falcon push on Coventry and all the prototypes were lost, including 3 captured Clan prototypes undergoing tests. Only 1 mech managed to survive, the Pendragon piloted by test pilot Douglas Kelly. He escaped off world and began a trek back towards the Federated Suns, pursued by Falcons, Katherine loyalists, and Black Dragon troops. Kelly destroyed the Pendragon to save Jaime Wolf's Command Lance and was subsequently offered a command in the Dragoons. In 3059 he was offered his own unit in the Dragon's Teeth as well as a design team with the Sons of the Dragon R&D group. He took the offer though he has a standing invitation to return to the Dragoons at anytime.

Major Kelly decided to base his new unit on a Clan structure, having seen its effectiveness first hand. Meant as a multi purpose unit capable of taking on any mission he decided to compose primarily of omni-mechs, though for additional firepower several 2nd line Clan captures and advanced IS designs make up the 3rd Binary of his new Cluster.

The Fallen members are typically the soldiers kicked out of other units for disciplinary problems. As in the Clan system any soldier can achieve a rank through competition, however his methods are much stricter then typical Clan style. However discipline is also much stricter then in most units, requiring a strict adherence to an honorable code of conduct to stay in the unit. As most warriors admitted to the unit have no other chance to fight in a mech, they are quite willing to abide by these terms. This system has been found to drive each warrior to be his best, and has made the Fallen one of the most feared units in the Inner Sphere.
