HTML-Kit is an excellent text-based HTML editor--and it's FREE
Paint Shop Pro is a graphics editing program. In my opinion, it's every bit as good as Photoshop, and it's cheaper.
Ok, MusicMatch didn't have anything to do with the actual page, but there's no freaking way that I'd sit here this long without some music

Open Source Software

Mozilla is an opensource web browser with better features than Internet Explorer. If you're doing any webpage design, Mozilla comes with a "JavaScript Console" that makes it thousands of times easier to troubleshoot javascript problems.
OpenOffice.org is an opensource Office suite (in other words, it's a free alternative to MS Office). It can open and save in MS Office format, and can even export to .PDF.
If you haven't heard of Linux, it's an open source operating system. Linux is a UNIX-like operating system...if you've never used Linux or UNIX, it can be intimidating at first. If you decide you want to try out Linux, there are a number of Linux distros that run from a boot CD-ROM (you put the CD in the drive, boot the computer, and BAM! You're using Linux) A CD distro lets you try it before going through the harddrive repartitioning/formatting/blah/blah/blah/no turning back stage.
Sourceforge is an "open-source repository"...it's basically a central location for a number of open source projects. It's worth a browse if you're interested in open source software

Programming

#Develop is a free open source .NET IDE. Definately worth a look if you're interested in .NET programming, but don't want to fork out $1000+ for Visual Studio .NET
The Code Project is a resource page for programmers and people learning to program. It's full of code samples and tutorials for all kinds of programming and scripting languages.
The C# Corner is another resource page, but this one focuses on the C# language.
