Emergency Operating Center – EOC

EOC is the center of all actions during the disaster. It acts in every stage of the disaster management and responsible for collecting out-sourced data, turning these data into useful form (i.e. forming database and updating). Especially in mitigation stage it is responsible for planning and restructuring and in response stage for coordinating and allocating all kinds of resources.

 

Engineers and Technical Personnel

These sources may consist of governmental and non-governmental organizations. Mainly municipalities, title deed and land survey city directorates, public improvements and inhabiting city directorates, census directorates, rural affairs directorates, main road directorates, health care city directorates are organizations that posses the personnel who are technically able to provide population data, building data, infrastructure data, resources data – that will be explained later. University earthquake research centers and observatories are responsible to provide geological, seismic data, historical earthquake data and special expert knowledge. All the data that are mentioned above will be provided to Emergency Operating center to be turned into cumulative and collective form.

 

First Aid Organizations and Volunteer Organizations

These external sources also consist of governmental and non-governmental organizations. Governmental organizations can be counted as Kızılay, Sivil Savunma and military services. Examples for non-governmental ones are AKUT, mountaineering clubs, first-aid clubs, university student clubs, some other clubs (e.g. Çağdaş Yaşamı Destekleme Derneği, Rotary Club,…). These organizations should provide data to EOC such as type of support, contact information, personnel information and their capabilities. Using these, EOC coordinates these types of organizations in response stage.

 

Government

Government organizations consist of ministry and military. Examples can be given as:

  6. Health Ministry
  7. Communications Ministry
  8. Rural affairs
  9. Industry and Trade Ministry

  11. Forestry Ministry
  12. Environment Ministry
  13. National Security Committee (Milli Güvenlik Kurulu)

 

Public

These sources consist of commercial organizations, holding companies, individuals, proficient, and volunteer clubs. These organizations provide data about their volunteer actions and capabilities needed mainly in response and recovery stages.
