Kokowa Dokoda is run by an individual known online as SpookyMeggie, or as PeanutbutterMewtwo in Pokemon circles.

Kokowa Dokoda grew out of adolescent frustration when the webmistress could not find a single accurate website providing information about edits to Pokemon: The First Movie. Lacking such a website, she decided to compile all the data she found in one place, resulting in the birth of Kokowa Dokoda. The sheer staggering amount of material regarding the Pokemon anime, games, manga, and various other media incarnations made it simply too vast to be catalogued by a single individual, thusly, the Webmistress chose to focus on a single film and character.

Kokowa Dokoda has been online in one form or another since 2001, when the Webmistress was only fourteen years old. Since that time, she has since graduated high school, earned her bachelor's degree, and is currently studying animation at one of North America's most prestigious schools. She can't quite figure out what obsessive-compulsive drive keeps her updating this archive, but figures it will all make sense one day.

She currently resides with her two rabbits, Akiko and Houka, in Canada, where she is always cold.
