Appearance: His hair is pulled back into a bun with perhaps one or two strands falling down here or there. His eyes are stern and actually never open. (It is an anime style I've frequently seen.) He generally appears older than the other characters he associates with.

Personality: Although he seems stern and unlikely to lighten up on those around him, the people he chooses to be around suggest that he has a fun-loving side to his personality. Although he scolds Harada and others for various reasons, he still chooses to hang around them, which also shows a greater tolerance within.

Past (Manga): Not much background or development is given to Inoue throughout the manga, unfortunately. It seems that he would provide the readers with a different flavour if he were featured more. However, not every character in a series can be a central character, especially if you're dealing with the Shinsengumi.
