Civic Center Parking Lot
* Charge a reduced rate for students (such as $2/day) or perhaps a monthly rate or
semester rate
Special priority incentives should be granted for special needs.  For example:
  * Students who carpool.
  * Students who have maintained certain grades.
  * Students with extracurricular activities (sports, drama, etc).
  * Students with part-time jobs
  * Students on permit (outside Santa Monica)
be granted to students on those days.
  The current civic center parking is often underutilized.  In the past, city has claimed that it needs to leave space available for certain court & civic activities.  Yet we, the citizens own this structure, witness a city resource go underutilized most of the time.  There are many alternative ways to use this resource:
    Additionally, city is closed every other Friday so additional parking could be granted to students on those days.
Better Utilization of current on-site parking
   The current on-campus parking could be better utilized.  We need to find better solutions than a simple lottery for those on-campus spaces. * Increase the price structure  (Currently underpriced at $60 per semester but far below fair market; For instance $250/yr is charged by Beverly Hills highschool).
