Team Rocket is a gang of Pokemon thieves that consists of Jessie, James, and Meowth. Jessie and James flunked out of Pokemon Tech, a school of Pokemon trainers, along with Tracy. Mike was also once a member of Team Rocket. With Tracy defeated, Team Rocket tries their best to finish where she left off: Taking Mike and Kasey's Pokemon! But then they were all finally arrested just before Tracy came back to Spiral Mountain and launched a suprise attack on Kasey and Mike.
