RANGE RULES

NOTE        The word "RANGE" describes the total area defined by the boundary fencing of the Karkoo Pistol Clubs property, the Coomunga Rifle Range and on any other range or property upon which the Karkoo Pistol Club conducts competitions or the members of the club are involved in competition.


1/      All members and visitors must sign the attendance book prior to the use of the range on any day. This includes informal practice on non competition days.


2/      No firearm which has a muzzle velocity in excess of 2000 fps (610 metre/sec) may be used on the home range.


3/      Members using the range for firing live ammunition must ensure that red flags are flown for the duration of the range practice. A warning flag is to be placed by the access gate while a range practice is being conducted.


4/      The Range Captain shall be in charge of the range. He/she shall appoint a Range Officer to take charge of each detail, whilst remaining in overall command. His/her commands and those of the Range Officer must be obeyed in detail immediately.


5/      No shooting may be carried out at any time without the supervision of a Range Officer. In the absence of an official range officer, members shall appoint one of their number.


6/      All Firearms, must at all time be kept in a safe condition. When on the firing line they must always be pointed towards the backstops. They must never be loaded unless on the firing line and on the orders of the Range Officer. At all times other than when on the firing line, pistols must be kept unloaded with the actions open, or unloaded in a holster or container, other firearms must be unloaded with magazines removed, the action open, the bolt removed if possible or the gun in an open condition.


7/      The Safe Area is the only place where firearms can be handled other than on the firing line. No live ammunition, empty cases or dummy rounds are permitted in the safe area.


8/      Hearing and eye protection must be worn by all competitors and spectators within the range sheds for ISSF events and for anyone on the range in use for IPSC events. Warning; bullet fragments can splash back past the firing point when engaging metallic targets.


9/      Correct footwear and clothing must be worn. Thongs or loose sandals are not permitted. Ladies are advised to wear high necked shirts. Clothing must be safe and appropriate.


10/    No competitor may uncase a firearm or take up a position to commence an event at the bench, in a booth or on the range until directed to do so by the Range Officer.


11/    Once firearms have been uncased, no person may enter the area in front of the firing line without the permission of the Range Officer.


12/    No firearm may be handled at the bench, in a booth or on the range while target changing or patching is in progress or while any person is forward of the firing line.


13/    When the command or signal to "Stop" is given, competitors must immediately stop shooting, adopt a safe stance and await further instruction.

On the command "Unload" they are to remove any magazines and rounds from the chamber or cylinder and wait for the Range Officer to clear the firearm.

ISSF competitors are to place the unloaded firearm on the bench with the action open and magazines empty beside it,

IPSC competitors are to hold the firearm with the magazine removed, action open, pointed down range. Once cleared firearms must be placed in a holster or container before leaving the firing line.


14/    The booths must be cleared of all persons and their equipment before the following detail is called, unless equipment is to be used in the next detail.


15/    Competitors taking part in IPSC matches who wish to use a holster must be accredited by a Club Instructor or other approved person for holster use.


16/    IPSC targets are to be placed as close as possible to the base of mounds.


17/    In IPSC events when passing through tunnels or similar obstacles the pistol may be holstered with safety catch applied or held in the hand, pointed to the front with safety catch applied.


18/    In IPSC events when going into the prone position the gun will be drawn before going prone and will not be re-holstered until at least in the kneeling position.


19/    IPSC equipment must be worn securely fastened and be capable of passing a retention test. Belts must pass through trouser belt loops.


20/    In IPSC events where targets are positioned around the range they must always be placed where there is adequate backstop and the angle of engagement must never be greater than 90° from down range.


21/    In IPSC events metallic targets must not be positioned too close to the firing point.


22/    All IPSC competitors must have a whistle and a stopwatch as part of their equipment.


23/    Firearms used on the range must be appropriate for the match or for the detail in progress unless otherwise permitted at the discretion of the Range Officer.


24/    The Range Captain or the Range Officer may prohibit the use of any firearm if he /she considers it unsafe, inappropriate, excessively noisy or powerful and he/she may prohibit the use of certain types of ammunition for the same reasons. Steel cored ammunition is banned from use on the range at all times.


25/    At the discretion of the Range Captain or the Range Officer any visitor, probationary member or other persons, may be required to compete only when a full club member is detailed to remain with that person for the event.


26/    Members are expected to wear their club shirts or name badge when on the range.


27/    Only the Range Officer may walk to and from while a detail is in progress. Talking and other activities shall be kept to a minimum. Spectators may remain in the range shed with the permission of the Range Officer.


28/    One long whistle blast coming from anywhere on the ranges means all firing will stop immediately. Competitors will adopt a safe position with the firearm pointed down range until further instructions.


29/    When a competitor cannot fire a shot due either to a firearms malfunction or human error, he/she must remain silent and raise his/her non shooting hand and wait for assistance from the Range Officer, while keeping the firearm pointed down range in the ready position.


30/    Any firearm that malfunctions can not leave that range until cleared of any ammunition.


31/    Any firearm having a misfire or a very weak charge must be inspected to ensure that there are no barrel obstructions before proceeding with the event.


32/    Smoking or naked flames are not permitted within 10 Metres of the firing line when Black Powder is being used. No Smoking signs must be exhibited.


33/    Smoking is not permitted in the range sheds, or on any range where an event is in progress, or where it is likely to offend or distract anyone who is competing, or in the club house.


34/    Practice or other forms of shooting by club members may take place on the range at times other than official shoots. All applicable range rules will apply.


35/    Alcohol and other substances

a.      During shooting events no person, whether a member of the club or not, shall consume or cause to be consumed, any alcoholic liquor or be admitted to the range while that person is deemed to be under the influence of alcohol or drugs.

b.      At the end of the event/s, with the approval of the Range Captain or Committee Member, alcohol may be consumed when the Range Captain or Committee Member is completely satisfied that all firearms of members partaking are locked away securely.


36/    Any infringement of the Range Rules or any breach of safety may result in a caution, a suspension from that detail, the rest of the days programme or longer if necessary and may result in the score from that detail not being recorded. The decision to suspend a competitor from a detail or the rest of the days programme may be made by the Range Officer, Range Captain or Instructor. Any decision regarding a longer suspension shall be made in consultation by at least three members of the Committee after the infringement is brought to their notice by the Range Officer, Range Captain or Instructor.


37/    It is the responsibility of all members and of visitors to be familiar with these rules and the procedures associated with any match in which they are taking part.
