This is a 12" off center mariner's compass block, set in a square. If I had it to do over again, I think I would split the orange rays to break up the mass of orange in the center.

No, I don't have a pattern available. But I highly recommend getting Judy Mathieson's book on Mariner's Compasses -- she has great directions on how to draft and construct all kinds of mariner's compass blocks.

This block is paper pieced. I'm too much of a klutz with templates to do it any other way.
